Extended access to ANL housing. Who can rent them and what are the rules for buying them

The Senate adopted, on Monday, March 23, the draft law which stipulates that people who have their domicile, residence or workplace within the administrative-territorial unit will have the right to obtain a house built through the ANL programs intended for rent.

It is a legislative proposal that amends and supplements Law no. 152/1998 on the establishment of the National Housing Agency, according to Agerpres.
According to the current legislation, young people up to 35 years old and specialists in education and health have the right to ANL housing built for rent.
The project stipulates that, by way of exception, the persons who have their domicile, residence or workplace within the administrative-territorial unit will have the right to obtain such housing intended for rent.
“By way of exception, the housing for young people intended for rent may be sold to the local public administration authorities of the administrative-territorial units and sectors of the municipality of Bucharest in which they are located only at their request, with the condition of purchasing the entire block or the unsold housing in the situation where any housing has been sold”the project also stipulates.
The normative act also provides that “the local public administration authorities of the territorial administrative units and sectors of Bucharest municipality have the obligation to preserve their destination”.
“The sale value of the block represents the investment value of the construction, updated with the inflation rate, communicated by the National Institute of Statistics. The inflation rate is calculated from the date of putting the house into operation until the date of its sale. In the situation where houses were sold to the holders of rental contracts, the investment value is reduced by their counter value”also provides for the draft adopted by the Senate.
What happens in the situation where the contract holders request the purchase of ANL homes
Likewise, the project establishes that, “in the situation where holdersand ANL housing rental contracts requests their purchase, the local public administration authorities of the administrative-territorial units and sectors of the Bucharest municipality where they are located solve the sales requests in compliance with all the conditions of Law no. 152/1998, with the exception of the destination of the sums resulting from the sale, which constitute revenues of the local public authorities or sectors of the municipality of Bucharestand”.
The specialized parliamentary committees introduced amendments regarding the indexation of the rent value, after the expiration of the 5-year period, but the committee's report was rejected by the plenary.
The Senate is the first legislative forum referred to, the Chamber of Deputies being decision-making.
