Minister Coordinator of Special Services Tomasz Siemoniak said on Wednesday that there is no plan B due to the president's failure to sign the nomination for the first officer rank in the Internal Security Agency and the Military Military Counterintelligence Service. He assessed that the lack of decisions disrupts the normal functioning of the services because it demotivates those willing to work.

On Wednesday, the Minister Coordinator of Special Services, Tomasz Siemoniak, pointed out on social media that half a year has passed since the President of the Republic of Poland, Karol Nawrocki, did not sign the nomination for the first officer rank in the Internal Security Agency and the SKW. He recalled on the X platform that “applications were submitted twice.”
“The lack of a signature is an attack on Poland's security, just like the veto on SAFE. Nothing justifies such anti-state actions,” he said.
– I remember the entire sequence of events, starting in the fall, when various reasons were given, and after a several-hour meeting on January 15 this year. with the president and his officials, it seemed to me that this matter was at least closed, that the president would recognize that we can argue about various things, we can quarrel, we can accuse each other of various things, but we are absolutely leaving the nominations for the first officer rank out of this dispute – Tomasz Siemoniak said on Wednesday on Tok FM radio.
The minister admitted that “there is no plan B”
– If there is a rule that the president nominates to the first officer rank, no one is going to ignore it – he said.
As he assessed, the lack of nominations will result in “disruption of the normal functioning of the service” because “it will demotivate subsequent applicants.”
The head of the National Security Bureau, Sławomir Cenckiewicz, commented on Siemoniak's entry on Wednesday. He stressed that “the president is sovereign in this prerogative and will communicate his decision.”
Prime Minister Donald Tusk informed about President Karol Nawrocki's failure to sign applications for officer promotions at the beginning of November 2025. He then accused the president of blocking the nominations of 136 future officers of the Military Counterintelligence Service and the Internal Security Agency to the first officer rank.
In response, President Nawrocki stated that, by the decision of the Prime Minister, the heads of the secret services are prohibited from meeting with the President.
– The president's representative was refused to provide important information regarding state security during a meeting of the secret services college. Four of my meetings with the heads of the services were canceled – they were supposed to discuss key issues for Poland's security. Decisions regarding officer nominations were also to be made, Nawrocki said then. (PAP)
