The prosumers have adapted to the changes announced in the legislation. A head of ANRE announces a “very gratifying thing”

“We are seeing a very large increase in the number of those who are prosumers and installing storage capacity,” said the vice president of the National Energy Regulatory Authority, Gabriel Andronache.

For prosumers, it will become much more cost-effective to install batteries and consume as much of the energy produced by PV panels at home as possible, rather than feed it into the grid. This is because the legislation in the prosumer sector will change, and they will have to pay for the imbalances they produce in the energy system by introducing energy into the network.

“We found that in December we reached the threshold of 297,000 prosumers and one thing that is very, very gratifying: we have 66,000 prosumers who have installed capacities in storage. We see a very large increase in the number of those who are prosumers and are installing storage capacities,” said Andronache, during the Focus Energetic conference.

He said that in December, 7,000 prosumers installed production capacity and 10,000 prosumers installed storage batteries.

“Prosumers have realized that the most important thing is to install storage capacity, especially since the price of batteries has dropped by 20% compared to 13 years ago,” continued the ANRE representative.

The total capacity of the prosumers has reached 3,400 MW, similar to that of the large photovoltaic parks in Romania, and the storage capacities are 600 MW, as in the case of the large parks.

Prosumers will pay for imbalances for energy delivered to the grid

The legislation targeting the activity of prosumers in Romania will change radically, according to an emergency ordinance project initiated by the Ministry of Energy.

Prosumers receive new benefits, but on the other hand, they will also have new obligations, the most important being the payment of the imbalances they bring to the national energy system (SEN). So it will become much more cost effective for prosumers to install storage batteries.

The Ministry of Energy aims to implement fundamental changes to the Electricity and Gas Framework Law 123/2012. One of these changes aims to introduce the concept of “active customer”, a category that will also include prosumers.

“Active customers are financially responsible for the imbalances they produce in the SEN; in this sense, they are parties responsible for balancing or delegate their responsibility in terms of balancing”, says the text of the draft emergency ordinance by which the Ministry of Energy wants to amend Law 123.
