Vance noted that many people are dying at the front and Trump wants to stop it. According to him, there was a lot of debate about what US foreign policy should be towards the Russian Federation and Ukraine.
“The President of the United States has been very clear. He wants the killing to stop. He wants to get back to trade. He wants to stop the loss of innocent lives in this conflict,” Vance said.
He noted that he respects such intentions of the head of the White House.
“Of course, I may be biased, but I think this is the right idea,” the US vice president added.

Media reported that on November 19, 2025, Trump approved a 28-point plan to “achieve peace” between Russia and Ukraine, which his team had been developing privately in consultation with Russian envoy Kirill Dmitriev over the past few weeks. According to Axios, Trump's special envoy Steve Witkoff held three days of talks with Dmitriev on this issue in late October.
On November 21, Axios wrote that the plan calls for territorial concessions from Ukraine, limits to its armed forces, rejection of NATO membership, and renewed Russian participation in the global economy.
The Wall Street Journal wrote in December that the Trump administration handed over to European allies a package of documents outlining Washington's vision for restoring Ukraine and bringing the Russian economy out of isolation. He envisioned American companies investing in strategic industries, from rare earth mining to Arctic oil drilling, and helping restore Russian energy flows to Western Europe and the world.
