The number of contracts for specific work and the PIP reform
Experts quoted by “Rzeczpospolita” indicate that the decline in the number of contracts for specific work does not have to be directly related to the planned reform of the National Labor Inspectorate.
According to Katarzyna Kamecka from the Polish Economic Society, employers are currently conducting civil law employment audits, which may encourage them to give up more risky forms of cooperation.
In turn, according to Łukasz Kozłowski from the Federation of Polish Entrepreneurs, it is difficult to directly link ZUS data with the PIP reform. He points out that inspections regarding contracts for specific work are rare. In 2024, 38.8 thousand only 343 contract inspections concerned this form of employment, and only 22 of them were questioned.
Companies choose other forms of cooperation
According to Tomasz Lasocki from the Warsaw University of Technology, contracts for specific work are increasingly giving way to other models of cooperation, primarily contracts of mandate or business activity.
The expert points out that many contractors are moving to a B2B model, especially for higher salaries. From the companies' perspective, this is often a safer solution than the risk of the contract for specific work being challenged in court.
