An urban planning workshop will appear in the Krasnoyarsk Territory

In the Krasnoyarsk Territory they plan to create a regional urban planning workshop, which will develop urban planning documentation in the region.

The reason for discussing this issue at the Committee on Construction, Housing and Communal Services and Civil Defense and Emergency Issues of the Legislative Assembly was the report of the regional Accounts Chamber. Auditors checked how effectively municipalities spent subsidies on the preparation of urban planning documentation in 2024-2025. Auditor of the Accounts Chamber Oleg Mendeleev recalled that on January 1, 2027, a new provision of the federal law on local self-government comes into force. He will redistribute powers in this area, for which they plan to create a specialized regional institution in the region. When forming a new structure, they plan to take into account all the shortcomings identified during the audit.

Representatives of the Accounts Chamber noted that in 2024, under the departmental project “Stimulating Housing Construction,” 100 million rubles were allocated from the regional budget for the preparation of urban planning documentation for 22 municipalities. Due to the transformation of districts and clarification of the actual cost of work, the volume of subsidies decreased to 41 million rubles, and the number of recipients was reduced to 20. As a result, 45 documents were developed, but the saved funds were not transferred to other municipalities, and no additional selection of applications was carried out.

The audit also revealed an unreasonable increase in the cost of work. For example, the administrations of Sharypovo and Lesosibirsk included historical and cultural research in their estimates, which is not required for such documents. In addition, in a number of territories there were no documents confirming that the examination was carried out by municipal customers.

Summing up, the Accounts Chamber emphasized: the practice of preparing unified documents for territorial planning and urban zoning of settlements and districts has not yet been introduced in the region. The introduction of such a mechanism would significantly reduce the volume of documentation developed and save budget funds.

The Minister of Construction and Housing and Communal Services of the region, Maxim Govorushkin, said that from 2015 to 2025, about 450 million rubles were allocated to municipalities for these purposes. However, some territories cannot undergo approval procedures for finished projects for a long time.

In addition, in 2025, a regional law on a new territorial structure was adopted, reducing the number of municipalities to 39. An up-to-date territorial planning scheme for the region and regional urban planning standards are currently being developed. This work is planned to be completed by the end of 2026. It is expected that a new regional institution will prepare the documents.

“The maintenance of an urban planning workshop of 45 specialists will require about 100 million rubles a year. This will allow us to completely cover the need for territorial planning and urban zoning documents in the region. We plan to launch this work from January 1 next year,” said Maxim Govorushkin.

Deputies of the regional parliament Elena Penzina and Vitaly Drozdov drew the minister’s attention to the fact that the basis for new urban planning documents should be the general plans and land use rules adopted in recent years. Deputy Vladimir Chernyshenko inquired about the quality of work already carried out and the existence of legal precedents with contractors.

The results of the discussion were summed up by the chairman of the committee, Alexei Kulesh: “I propose to take the information into account and recommend that the ministry take into account the comments and suggestions of the deputies. The Committee, in turn, will prepare a proposal to monitor the adjustment of already adopted documents. Previously prepared materials should form the basis of new documents – this will save money on work.”
