VIDEO The searches at two shelters from the Snoop investigation, which euthanized the most dogs in Romania

The Prahova County Police Inspectorate today searched two shelters for stray dogs in Prahova and Giurgiu, which the Snoop.ro investigation website wrote about last month.
IPJ Prahova is investigating how the dogs were euthanized at the two locations between 2025 and 2026, police told Snoop.
The dogs euthanized in these shelters are killed with public money from the town halls in the country.
The searches in Giurgiu are related to the activity of the respective shelter in Prahova county.
The research also concerns “the relationship between the two shelters”, answered IPJ Prahova, for Snoop. Searches are also taking place at companies in Ilfov and Constanța that have links to these cases.
The Giurgiu shelter
A contract concluded by the Aspa Ivets association from Giurgiu with a town hall is also being investigated. The organization received over 100,000 lei for 100 dogs that the investigators believe they would not have caught, thus misleading the town hall.
The shelter in the village of Uzunu, Giurgiu, is owned by veterinarians Florentina and Valentin Istrate. Aspa Ivets, their association, euthanized the most dogs (of all the shelters in the country) in the last three years: almost 16,000.
Ten town halls in the country paid 1.3 million euros to Aspa Ivets, according to the journalistic investigation. The amount does not appear in the public procurement system.
The police from Giurgiu opened, between 2020 and 2025, ten criminal files regarding the activity of Aspa Ivets. But the shelter still operated.
The shelter in Prahova
The shelter in the town of Boldești-Scăeni, Prahova, belongs to the veterinarian Emilia Herescu. His company obtained contracts worth over 1.4 million euros. Herescu is also the president of the Prahova Ethics Committee of the College of Veterinary Doctors.
