Senate President Ilie Bolojan reacted on Friday after the CCR decision by which the statements of civil servants and dignitaries are secreted.
Ilie Bolojan writes today, May 30, on Facebook, that although he did not comment, in general, the decisions of the Constitutional Court or of the courts, he makes some details related to the decision on Thursday of the RCC.
“Even if, at European level, there is no unitary procedure regarding the transparency of wealth statements, the experience gained in Romania in these years shows that the transparency of the publication of these statements, when you have a public office, was a profit,” the former interim president of Romania.
Also, says Bolojan, “ensuring transparency is an essential element for regaining confidence in institutions. In addition, there are numerous areas of public institutions where things have escaped from control – from the cumulation of winnings, to allowances that are not justified – and the transparency of the declaration acts as a kind of brake. “They were secreted.”
“In any system, transparency is an effective administrative tool that limits corruption,” he adds.
Bolojan says that after publishing the motivation of the Constitutional Court's decision, it is necessary for the situation to be analyzed “to see to what extent the necessary changes can be made to continue to ensure transparency and public access to relevant information”, specifying that it will support this.
He also says that it is important to build a culture of transparency, “not only through clear regulations, but also by their consistent application and by additional measures to strengthen the integrity in the public sector”, and “the next period must bring a sustained effort”.
What has the CCR decided
The CCR decided on Thursday that the statements of wealth that are submitted to the National Integrity Agency no longer must include the goods of the spouses and children. Also, the constitutional judges declared unconstitutional the article of law which provides for the obligation to publish the statements on the website of the National Integrity Agency.
The decision of the Court is mandatory and produces effects for the future and does not concern the declarations of wealth and interests filed before the publication of the decision in the Official Gazette of Romania.
