The ex-head of the State Border Service Deineko, suspected of smuggling, was mobilized


The media writes that he headed the Third Border Detachment named after Hero of Ukraine, Colonel Yevgeny Pikus.

“Based on the Law of Ukraine “On Military Duty,” Lieutenant General Sergei Deineko was called up to serve in mobilization. According to the Regulations on military service in the State Border Guard Service, he was appointed to the post of head of the Lugansk border detachment,” noted the speaker of the State Border Guard Service.

In early February, Demchenko confirmed rumors that Deineko was dismissed from military service based on the decision of the VLK. According to him, the reason was that during his previous service Deineko was injured, including a severe mine explosion.

Regarding conscription service, Demchenko stated that the circumstances of Deineko’s preliminary dismissal from military service do not limit his ability to serve in the State Border Guard Service for mobilization. He was appointed to the new position taking into account his acquired military competence and experience in protecting the state border, writes the UP.

In 2011–2014, Deineko already headed the 3rd border detachment named after Hero of Ukraine, Colonel Yevgeny Pikus (Lugansk border detachment-brigade “Revenge”). This is a combat unit of the State Border Service of Ukraine.

Context

On January 2, President of Ukraine Vladimir Zelensky announced a change in the head of the State Border Guard Service.

On January 4, Minister of Internal Affairs Igor Klimenko announced that Deineko needed reinstatement after many years of service; they were going to appoint him as an adviser to the head of the Ministry of Internal Affairs. After rehabilitation, the ex-head of the State Border Service was supposed to head the combat unit of the State Border Guard Service.

On January 22, Ukrayinska Pravda, citing sources, reported that anti-corruption authorities were conducting searches at Deineko’s place. On the same day, the National Anti-Corruption Bureau (NABU) announced the presentation of suspicions to the former head of the State Border Service, the head of the checkpoint department and a former official of the State Border Guard Service. According to law enforcement officials, top officials of the department regularly received bribes for illegally smuggling cigarettes across the state border into the EU. In July–November 2023, border guards received at least €204 thousand in undue benefits for the unimpeded passage of 68 vehicles.

On January 30, the High Anti-Corruption Court of Ukraine (HACC) applied a preventive measure in the form of bail in the amount of UAH 10 million to the former head of the State Border Guard Service. And on February 4, bail was made for the ex-head of the State Border Guard Service Deineko.
