In the Krasnoyarsk Territory, it is planned to modernize thermal power plants and repair heating networks

20 billion rubles will be spent on modernizing thermal power plants and heating networks in Krasnoyarsk and Kansk. Information about this was announced at a meeting of the Committee on Construction, Housing and Communal Services and Civil Defense and Emergency Situations of the Legislative Assembly of the Krasnoyarsk Territory.
Chairman of the parliamentary committee Alexey Kulesh recalled that in 2019, city administrations entered into agreements with the SGK company. This was one of the first examples of such agreements in Russia. In the regional capital it is valid until 2032, in Kansk – until 2029. The decision was supported by the regional government and the Legislative Assembly.
The deputies asked company representatives about what they have been able to do over the years, as well as learn about the difficulties faced by municipalities and resource supply organizations.
Svetlana Berezova, Director for Heat Business Development of Yenisei TGC (TGC-13) JSC, said that before the agreement was concluded, the wear and tear of heating networks in Krasnoyarsk was about 70%, in Kansk – 80%. In Krasnoyarsk, it is planned to invest 18.5 billion rubles in the heat supply system; projects worth 15.4 billion rubles have already been implemented. These include the replacement of 37 inefficient boiler houses, as well as the renewal of 300 km of networks. The environmental effect of replacing boiler houses and modernizing CHP equipment is a reduction in emissions by 8,700 tons.
In Kansk, work worth 1.3 billion rubles out of the planned 2 billion rubles was completed. With this money, 11 boiler houses were replaced, 50 km of networks were updated, which doubled the reliability of pipelines. 23 houses began to receive hot water year-round, and the total volume of emissions decreased by 1,500 tons per year.
Vladimir Obyedkov, acting head of the department of economic policy and investment development of the Krasnoyarsk administration, said that during the validity of the agreement it was possible to exercise the right to curb the growth of tariffs twice. In 2022, with an estimated growth of 17.7%, it was decided to increase by 11%. For the second time, from July 2024, the agreement saw growth of 14.8% instead of 16.2%. According to him, in the cities of the region that did not move into the heat supply price zone, tariffs increased more significantly. First Deputy Head of the Kansk Municipal District Dmitry Topikin noted the increased reliability of heat supply.
Deputies Elena Penzina, Valery Vango, Anatoly Samkov, Pavel Semizorov, Sergey Gorbunov, Vladimir Chernyshenko, Ekaterina Udelko and Vitaly Drozdov took part in the discussion.
“It seems to me that, in general, this is a working mechanism for ensuring reliable and environmentally friendly heat supply, as well as equalizing tariffs,” summed up committee chairman Alexey Kulesh. He added that in connection with the annexation of new territories to Krasnoyarsk and Kansk, work will be carried out to update heat supply schemes.
