In the building of the Birobidzhan State Theater named after. L.M. Kaganovich, on March 4, 1940, the IV regional party conference of the Jewish Autonomous Region took place. The agenda included reports on the work of the regional committee of the All-Union Communist Party of Bolsheviks and the audit commission. The book by D. Weisserman “Birobidzhan: Dreams and Tragedy” (12+) contains information that at the IV regional party conference, the development of the region from March 1938 to March 1940 was summed up.
“At the conference they cheerfully reported that in the JAO, as in the whole country, “they defeated the despicable enemies of the people, the Trotskyist-Bukharin and bourgeois-nationalist agents of fascism. Armed with the historical decisions of the Eighteenth Party Congress and the instructions of the leader of the peoples, Comrade. Stalin – the Bolsheviks of the Jewish Autonomous Region, under the leadership of the Party Central Committee, came to the IV regional party conference with new victories. Specific victories were more modest. By 1940, the Jewish Autonomous Okrug operated: a convoy plant, a garment factory, the Londokovsky lime and two brick factories of Kraipromstroy, a meat processing plant, a mechanical repair plant, as well as 36 artels of industrial cooperation. The production capacities of industrial enterprises were not fully used. For example, in a garment factory, they were only 30-40% employed. The quality of products was very low: over 60% of them in 1939 and 1940. was returned for rework. In the region, due to the poor organization of labor and the harsh living conditions of workers and employees, staff turnover was high. In 1939, for example, 288 people were hired at the garment factory, and 282 were fired. At the convoy plant alone in the first quarter of 1940, 193 people were hired, and 186 quit. The same situation was in the Birobidzhanstroy trust, the Leskhimsoyuz artel, and diversified cooperation. With huge reserves of timber, limestone, pottery clay, and other natural resources, construction organizations experienced a huge need for building materials.”

A meeting of the active members of the regional and Birobidzhan city party organizations discussed the draft Directives of the XXIII Congress of the CPSU on the five-year plan for the development of the national economy of the USSR for 1966-1970, approved it and recommended that the regional committee, city committee, and district committees of the CPSU ensure broad discussion and explanation of the draft Directives among the workers of the region.

Elections to the Supreme Soviet of the USSR took place. Among those elected to the highest body of state power are the communists L. B. Shapiro – the first secretary of the regional committee of the CPSU, N. V. Lyubin – a senior member of the corn-growing unit of the Dezhnevsky state farm in the Leninsky district, G. N. Podgaev – the chairman of the executive committee of the Khabarovsk regional Council of Working People's Deputies, non-party R.G. Geller is a soldering worker at the power transformer plant, T.V. Goncharenko is a concentrator worker at the Khinganolovo plant.

The newspaper “Birobidzhan Star” (12+) March 4, 1983 in the article by L. Ponamarev “In a creative search” talks about the innovators and inventors of the region, as well as the fact that more than 2.5 thousand people are involved in rationalization work, who submitted 4.4 thousand rationalization proposals over 2 years, of which 4.3 thousand were accepted and 3.9 thousand were put into production. The economic effect amounted to 5.8 million rubles.
“During this time, at enterprises and organizations in the region, 106 reviews were held for the best organization of inventive and rationalization work among workshops, departments and sections, 108 competitions were organized for the best innovation proposal aimed at increasing labor productivity, saving material, energy and other resources. During the period of the reviews and competitions, 1.8 thousand proposals were received from innovators, of which 1,462 were implemented.”

Elections to the Supreme Soviet of the USSR took place. As a result of the great organizational and mass political work of party organizations, the working people of the region showed high political activity.
99.95% of voters took part in the elections, who unanimously voted for the candidates of the bloc of communists and non-party members. The working people of the region elected the non-party R.G. to the highest body of state power. Geller – a soldering worker at the Birobidzhan Power Transformer Plant named after the 60th anniversary of the USSR, N.S. Kosyrev – a raw material mill operator at the Teploozersky Cement Plant, communists A.V. Linnik – foreman of the tractor and field crop brigade of the Puzinovsky state farm, V.S. Pasternak – Chairman of the Executive Committee of the Khabarovsk Regional Council of People's Deputies, L.B. Shapiro – first secretary of the regional committee of the CPSU.

On this day, the Veterans House in Birobidzhan opened its doors. The first director of the Veterans' House was Semyon Yudovich Baselin, a participant in the Great Patriotic War, thanks to him the Birobidzhan choir and vocal group “Musical Chest” were created. Today, the Veterans' Home is a center of attraction where any elderly person who has retired can come and find something they like, a circle of friends, and moral support.
In 2020, for participation in the implementation of the plan for the social development of economic growth centers of the constituent entities of the Far Eastern Federal District, 3 million rubles were allocated for the Birobidzhan Veterans' House.
