“US policy towards North Korea has not changed. President Trump remains open to talks with Kim Jong Un without any preconditions,” said a representative of the US administration in an interview with Yonhap news agency. The White House conveyed a similar position to the Japanese agency Kyodo. Trump himself did not mention North Korea in his State of the Union address on Wednesday.

The North Korean leader said during the military parade closing the Workers' Party congress that “if Washington respects the current status [nuklearny] our country, enshrined in the Constitution, and withdraws its hostile policies, there is no reason why we cannot get along well with the United States.”

Pyongyang declares its willingness to reach an agreement with Washington, while calling Seoul a “hostile entity” with which it has “absolutely no interest” in maintaining relations. Still, South Korean President Li Jae Mjung assured on Thursday that he would “continuously pursue dialogue and cooperation” to restore peace on the Korean Peninsula.

The atmosphere is heated by media speculations about a possible next meeting between Trump and Kim in China at the turn of March and April.

During his first term, the American president held three meetings with Kim, including a historic summit in Singapore. The diplomatic process broke down after the Hanoi summit in 2019 when the parties failed to reach an agreement on the lifting of sanctions. Currently, the situation is more tense: Pyongyang has amended its constitution, recognizing South Korea as an enemy, and strengthened its alliance with Russia, sending soldiers to war with Ukraine.
