In the Krasnoyarsk Territory, the “cash at the cash register” service is very popular, notes the Krasnoyarsk Territory Branch of the Siberian Main Directorate of the Central Bank of the Russian Federation.

In the Krasnoyarsk Territory, in 2025, residents of the region withdrew 988.7 million rubles in this way, making more than 466 thousand transactions. The average bill for one withdrawal is 2120 rubles.

“The figure of almost a billion rubles per year is confirmation that the service is in demand. People appreciate the opportunity to withdraw a small amount directly from a store near their home, combining it with an ordinary purchase. The average bill of 2,120 rubles indicates that the service is used mainly for everyday needs, for example, replenishing a wallet to pay where the terminal does not work. The network of partners is expanding every year so that the service becomes available to every resident of the region,” comments Sergei Zhuravlev, manager of the Krasnoyarsk Branch of the Bank of Russia.

The cash-at-checkout service is provided in almost a thousand retail outlets throughout the region, including large federal and local retail chains. Such partners can be recognized by special stickers placed in the checkout area. To withdraw cash, the buyer must make a purchase for any amount and ask at the checkout to withdraw additional money from the card. You can withdraw no more than 5 thousand rubles per day from one card and no more than 30 thousand rubles per month.

At the same time, Deputy Head of the Ministry of Internal Affairs Andrei Khrapov of the Russian Federation at the “Cybersecurity in Finance” forum proposed limiting this service, as well as money transfers using NFC technology, writes TASS.

The deputy head of the Ministry of Internal Affairs said that scammers began to force their victims to withdraw money through the cash register, after which the victims give the cash to couriers. Also, according to him, NFC technologies have begun to be used in fraudulent schemes.

In 2025, as part of the fight against fraud, a so-called cooling period was introduced when applying for a loan. If the amount is from 50 to 200 thousand rubles, then the loan will be issued with a delay of four hours, and if the amount is more than 200 thousand, then with a delay of at least 48 hours.
