US offers security guarantees for 15 years, Ukraine wants more – Zelensky

“We met with senators today, we said that we really want to increase security guarantees over the years so that they are more effective for investors. Now there was a meeting with investors and businesses, and they need guarantees that would be longer than 5-10 years,” Zelensky said. “Today we have a proposal from the American side for 15 years, we want to have 20 years plus 30, 50. We’ll see what the administration and Congress will do.”

The President also said that after a meeting with US Secretary of State Marco Rubio, in two hours the Ukrainian side will have a telephone conversation with the special envoy of American President Donald Trump, Steve Witkoff, and then the head of the White House, Jared Kushner.

“We will do everything so that none of the parties to this negotiation process can accuse Ukraine of slowing down or not supporting the end of the war,” Zelensky said.

In an interview published on December 26, 2025, Zelensky said that the United States offered Ukraine an agreement under which security guarantees would be provided for 15 years.

On January 6, 2026, following a meeting of the “coalition of the willing” in Paris, Ukraine, France and Great Britain signed a declaration of intent on the upcoming deployment of multinational forces in Ukraine after the end of the war. US representatives at the “coalition of the willing” negotiations in Paris did not join the joint statement on security guarantees, Politico noted. On January 22, Zelensky said that the document on security guarantees from the United States was ready.

The United States told Ukraine that it must sign a peace agreement with the Russian Federation to provide security guarantees, Reuters wrote on January 27. Zelensky noted that security guarantees should be given to Ukraine until the ceasefire.

In an interview released on February 12, Zelensky admitted that the issue of security guarantees from the United States remains unresolved.

The Ukrainian Foreign Ministry said that the United States is ready to ratify security guarantees for Ukraine in Congress.
