Governor of the Krasnoyarsk Territory Mikhail Kotyukov chaired a meeting of the commission of the State Council of the Russian Federation in the direction of “Technological Leadership”
The press service of the regional government said that the key topic of the meeting was assessing the effectiveness of current tax support measures for organizations that finance and conduct research and development. The corresponding instruction was given by the Chairman of the Russian Government, Mikhail Mishustin, following the results of a strategic session dedicated to the model for the development of science.
A working group under the State Council Commission, together with the Ministry of Education and Science of the Russian Federation, conducted a detailed analysis of 49 tax support measures: assessed the volume of benefits provided, analyzed their real demand, the complexity of obtaining procedures and the tax burden on organizations in the research and development sector.
The results of the analysis were presented by Denis Sekirinsky, Deputy Minister of Science and Higher Education of the Russian Federation:
“The benefits that are most in demand are those that are applied automatically. Incentive measures, such as income tax deductions with an increasing coefficient, are used less frequently, although their effectiveness has been confirmed around the world. The main reason is the lack of awareness of organizations and the complexity of registration procedures. Survey data show that the number of people wishing to take advantage of the benefits is 4 times higher than the number of those who have already done so. At the same time, 84% of users noted that benefits did not lead to an increase in their research costs, that is, today they often work as compensation rather than as an incentive. Our task is to reverse this situation,” said Denis Sekirinsky.
At the same time, he noted that today the tax burden on organizations performing R&D is 10.2%, which is below the economic average, and this sector has significant potential for investment growth.
“Tax support measures must comply with the priorities for the development of science and technology, defined by the President of Russia. We test the hypothesis that there is a need to strengthen the link between benefit provision and country-specific outcomes. At the same time, we will determine which digital solutions and information systems will be able to provide businesses with maximum convenience, reducing bureaucracy, and the state – complete transparency and measurability of the return on each amount invested,” explained Mikhail Kotyukov
In his speech, the governor of the Krasnoyarsk Territory separately emphasized that all the work being done is part of achieving technological leadership – a national priority enshrined by Vladimir Putin among the key development goals of Russia.
Let us recall that Mikhail Kotyukov has headed the commission of the State Council of the Russian Federation in the area of “Technological Leadership” since July 2024. In addition, he is a member of the commission for scientific and technological development of Russia and the working group for the development of digital ecosystems.
