The State Duma of the Russian Federation adopted a new package of measures against fraudsters in the first reading

The State Duma in the first reading adopted the second package of legislative measures to protect Russians from scammers.

The bill was developed by the Russian government. The document contains about 20 initiatives, among them:

• one person will not be able to issue more than 20 bank cards in total and more than five cards in one bank;
• telecom operators will be required to label international calls;
• “children’s” SIM cards will appear to protect minors from scammers and harmful content;
• It will be possible to restore access to your account on State Services in several ways: by visiting the MFC in person, through the Max messenger, bank applications and websites, as well as using biometrics and an enhanced qualified electronic signature;
• from September 1, 2026, calls from foreign numbers will be blocked if the subscriber has not consented to receiving such calls;
• When importing mobile devices into the Russian Federation, each of them will receive a “unique 15-digit passport number” (IMEI number). Using it you can identify the gadget.

According to the authorities, all these initiatives should contribute to a more effective fight against cybercrime, primarily related to the theft of funds, including from citizens from the most socially vulnerable groups of the population.

Let us recall that the first package of measures against fraud in Russia was adopted in the first half of 2025. Since June, the country has had a law in force that includes about 30 rules, including the ability for users to opt out of receiving unwanted calls and SMS.
