In the State Duma of the Russian Federation, deputies and a group of senators representing the United Russia party began discussing a bill on the creation of mobile pharmacy units. The document will be considered at one of the first plenary meetings in 2026. The day before, the Legislative Assembly of the Krasnoyarsk Territory, at a meeting of the Committee on Health Protection and Social Policy, supported the draft federal law.

The operation of mobile pharmacy points as part of the experiment will begin on June 1, 2026 and will last until 2029. They will come to villages where there are no pharmacies or pharmaceutical outlets at medical organizations.

Let us recall that the model of mobile pharmacy points was already tested in 2024 in three constituent entities of Russia, one of them is the Krasnoyarsk Territory. As part of a pilot project, two Gubernia Pharmacies medicine vehicles served settlements in the west and south of the region, and even in a short time, residents of remote villages highly appreciated the opportunity to buy medicines close to home.

The successful Krasnoyarsk experiment became the basis for the federal program for the development of drug supply in remote areas, which is especially important in the context of import substitution and the development of the domestic pharmaceutical industry.

The operation of mobile pharmacies in the Krasnoyarsk Territory will be provided by “Provincial Pharmacies”. As the general director of the company, Alena Popova, said, the history of the pharmacy on wheels project was born in 2017.

“It turned out that it is impossible to open pharmacies everywhere, as people want, because for them it is a social infrastructure that provides the opportunity to receive pharmaceutical care. There are many objective reasons for this. There are no premises that can obtain a license for pharmaceutical activities. There are no specialists with specialized pharmaceutical education who live in these localities. The format of mobile pharmacy points was considered as one of the possible solutions to this problem,” says Alena Popova.

Eight years later, the project was completed. “What I am most proud of in this project is perseverance,” emphasizes the director of JSC Gubernskie Pharmacies.

According to her, the issue of creating mobile pharmacies has gone to the upper echelons of power, because the regulatory regulation of this issue is the competence of the State Duma and the Federation Council of the Russian Federation.

According to the bill, for three years, mobile pharmacy units will become structural divisions of licensed pharmacies, with a work schedule agreed with the municipal authorities. One such machine will be able to serve 50 settlements assigned to it. Note that its range is limited – narcotic and psychotropic substances are excluded from it.

To avoid the risks of unfair activities, mobile units are created not as independent models, but as divisions of a stationary pharmacy. For example, pharmacy No. 365 in Minusinsk has its own car. It will operate throughout the Minusinsk Municipal District. Mobile pharmacy points will be assigned to stationary pharmacies in Kuraginsky, Ermakovsky, Shushensky, Nazarovsky, Uzhursky, Motyginsky and other districts of the region.
