According to him, Draghi focused on “a few key topics.” The source said Draghi spoke about the need to reduce barriers in the single market, capital markets, energy costs, the possibility of giving priority to European products in certain sectors, and finally the decision-making process and, as he put it, “the possibility of strengthening cooperation to accelerate action in some of these areas, if necessary, in line with the provisions of the treaties.”

The same solution was proposed before the summit by the President of the European Commission, Ursula von der Leyen, initiating a discussion on returning to the concept of the multi-speed union.
In a letter sent to EU leaders, she wrote that in the absence of unanimity among all 27 member states on key economic reforms in the EU, some countries should implement them in smaller groups. In her opinion, such enhanced cooperation could prove useful in the area of capital markets. The idea is to create a large and liquid market like the United States.
Appearing in the European Parliament on Wednesday, the head of the European Commission called for member states to adopt the previously proposed changes aimed at integrating capital markets and supervision this year. – However, if this fails, the Treaty allows for enhanced cooperation – announced the head of the European Commission.
