Public opinion leaders and experts will take part in the formation of the new people's program of “United Russia”


Chairman of the United Russia party Dmitry Medvedev held a meeting with an expert group that will work on the formation of an updated people's program.
Despite the fact that the vote will take place only in September, work on the content of the document must begin immediately, the politician said.
As Medvedev emphasized, the strategic vector is determined by decrees of the President of the Russian Federation, national projects and current party program documents. However, according to him, there is a need to correct previous decisions.
“There is also a need to adjust the decisions that were made by United Russia earlier, in other conditions, especially since five years have passed since the approval of the last document of this kind, an election document,” said the party chairman.
The program document, as Medvedev explained, will be divided into two semantic parts. The first is an election program designed for a five-year horizon. It will cover the areas of education, healthcare, science and culture, as well as issues of conducting a special operation and achieving victory.
“You and I must prepare such a document and offer it to our citizens, our voters, so that they can decide whether to vote for our party or not to vote for some reason. This is very important work. She must go now. But at the same time, it cannot be carried out behind the scenes or in the quiet of offices, even the highest, or at similar meetings,” Medvedev emphasized.
According to him, the program should be the result of feedback: proposals from citizens received by the President of the Russian Federation, the party, government bodies and public organizations will be carefully analyzed.
“The proposals that are of the most widespread nature, in which existing problems are manifested, need to be weighed, and, if we have the opportunity today to solve them, be included in the program. This will be fair, this is the essence of the people’s program,” he explained.
The second block of the program is long-term. It will consolidate the value guidelines and ideological guidelines of the party, which are not subject to revision from election to election. As Medvedev recalled, the current program document was adopted back in 2001, and since then the country has changed fundamentally.
The party is scheduled to present a decades-long strategic framework at the Congress at the end of June, and a five-year people's program will be ready in August.
“So that the citizens of our country see the goals that United Russia sets for itself. This is honest, and these goals are truly long-term,” concluded Dmitry Medvedev.
During the meeting, experts presented their first initiatives. Hero of Russia Vladimir Saibel proposed working out a mechanism for employing Northern Military District veterans at defense industry enterprises. The head of Rosatom, Alexei Likhachev, expressed hope for the appearance in the program of an “atomic page” – a set of measures for personnel training of specialists at all levels: from kindergarten to production.
Chairman of the Union of Theater Workers Vladimir Mashkov announced the readiness of creative unions to contribute to the content of the document.
“I am sure that other creative unions, as well as the Union of Theater Workers, are ready to make their proposals to the people’s program. This unity, especially in the Year of the Unity of the Peoples of Russia, will reinforce the cultural and semantic sovereignty of our country,” said Vladimir Mashkov.
General Director of the ANO “Agency for Strategic Initiatives to Promote New Projects” (ASI) Svetlana Chupsheva touched on the topics of family policy and people's savings, promising to integrate the best practices of business, NGOs and technology leaders into the program.
“Nation conservation is the main national task. “United Russia” does not just participate in its solution, but proposes specific mechanisms and achieves results. It is especially important, as Dmitry Anatolyevich noted today, that the party program includes not only a five-year planning horizon, but also a long-term vision – for decades and even more. It is demographic policy and issues of saving the people that require such a strategic approach. Much has already been done, but much more remains to be done. ASI has a wide expert network in the regions, and we are ready to collect the best ideas from business, NGOs and technology leaders in order to fill the party’s program with specific solutions to achieve national goals,” she noted.
The head of the ONF, Mikhail Kuznetsov, in turn, said that initiatives from the Popular Front will be formed taking into account citizens’ appeals from the President’s direct line and orders in regional branches.
At the end of the meeting, Dmitry Medvedev noted that experts will continue to work within the framework of the “There is a result” industry forums, which will cover all federal districts of the country.
