According to the court portal, the defendant was convicted of aggravated murder of a family member.

The act took place in June 2025 in the town of Lipăneşti in Prahova, judicial sources stating, at that time, that the 22-year-old young woman, who was with her parents, refused to return to her concubine who insisted on this.

According to the decision of the Prahova Court, the defendant is obliged to pay 620,000 euros as moral damages to the civil parties in the file.

The decision of the magistrates is not final.

The 22-year-old girl from Lipăneşti who was killed with an ax by her concubine never requested a protection order, 112 having received several calls following verbal conflicts between the two, informed, at that time, the County Police Inspectorate (IJP) Prahova, writes Agerpres.

“During the hearing on 16.06.2025 of the victim's mother, she stated, in writing, in front of the prosecutor, that there were some conflicts between the victim and the man, but they did not report them to the police, because each time they reconciled”stated the IJP.

Also, following the checks, it was established that, over the years, calls to 112 were registered regarding verbal conflicts between the victim and the aggressor or the aggressor and the girl's family.

“During this year, there were no reports, 112 calls, petitions or criminal complaints filed by the deceased young woman regarding acts of violence that the person suspected of having exerted on her. In September 2022, the young woman's mother notified the police, by calling 112, about the fact that she had a verbal conflict with her son-in-law (the author of the murder). During the intervention, it was established that between those two, there was a verbal conflict, both the suspect and the appellant were sanctioned for using offensive words and expressions. In July 2024, the woman in question reported that both she and her brother had a verbal conflict with the man in question (the author of the murder), no criminal acts were reported on September 13, 2024, there were two calls through 112, in which the young woman (victim) reported that she had been threatened by a neighbor. During the police intervention, it was established that, in fact, she had a verbal conflict with her cohabitant, not at all with a neighbor, as reported through 112. Following the second call, from that date, the man in question was sanctioned contravention, according to Law no. 61/1991 and transported to a specialized medical unit”the cited source shows.

At the same time, the IJP points out that in none of the situations in which it was noticed that the young woman had a verbal conflict with her concubine, she did not complain of criminal acts to the police, declaring, during the interventions, that there were only mutual insults.

“Also, we mention the fact that at each intervention in the notifications made risk assessment forms were drawn up by the police, according to the procedures, the victim never requesting the issuance of a provisional protection order by them. At the same time, in all cases they were handed application forms (Annex no. 2 – Law 217/2003), which the persons concerned should submit to the court, in order to request the issuance of protection orders. Also, the checks showed that at the IPJ Prahova level, no protection orders issued in the name of those involved were received from the courts”the Police also mentions.

Even on June 16, when the crime took place, there were no direct reports or calls to 112 from those concerned, as stated in the public space, IJP Prahova reported.

Following this crime, IJP Prahova ordered an internal investigation.

I have requested through the Public Order Service and the Internal Control Office to carry out internal checks regarding the compliance with the procedures and orders in force for monitoring conflict situations and intervention in reports of domestic violence under the units within the scope of which the event was registered. Also, I requested the identification of all notifications regarding the conflict between the persons involved, the establishment of the correctness of the preparation of the documents and the legality of the measures ordered within them”. declared then, in a press conference, Chief Police Commissioner Ginel Preda.
