In Yeniseisk, the owner of the consignment store “Rent. Buying. Sale” illegally provided loans to clients. This was reported to the regional prosecutor's office.
The department's inspection showed that a small consignment store on Raboche-Krestyanskaya Street operated as a pawnshop for a long time. Citizens were given short-term loans at 20–40% on the security of personal belongings, and for disguise they entered into fictitious sales contracts.
“The loan amount was hidden in the price of the “bought” item, and the interest was hidden under a fictitious “subscription” for valuation discounts and services that did not exist. If he didn’t return the money with interest within 5 or 30 days, the item left the counter,” the prosecutor’s office explained.
At the same time, the store was not listed in the register of pawnshops, did not have the right to consumer loans, and cash transactions ignored the requirement of the law on combating money laundering.
By order of the prosecutor, the owner of the second-hand store was fined 30 thousand rubles for illegally issuing consumer loans (Part 1 of Article 14.56 of the Code of Administrative Offenses of the Russian Federation). The businesswoman was presented with a proposal to eliminate the violations – now everything is under the strict control of the prosecutor's office.
