During a closed press conference, Zelensky told reporters that Russia's offer, dubbed the “Dmitriev package” after Russian negotiator Kirill Dmitriev, who also manages a Russian wealth fund, had been identified by Ukrainian intelligence.

According to Zelensky, Kirill Dmitriev presented the proposal during meetings with American officials in the United States. However, the President of Ukraine did not specify when this was to take place.
Economic cooperation between Moscow and Washington is a permanent element of talks during the second term of the Trump administration. The Kremlin is trying to take advantage of the White House's shift toward a more transactional foreign policy.

A 28-point peace proposal drawn up last year by Dmitriev and Trump envoy Steve Witkoff — published by Axios in November — outlined steps to gradually lift sanctions on Russia and launch long-term economic partnership initiatives, despite Kiev's strong opposition to easing economic pressure on the Kremlin.

Already in November, The Wall Street Journal reported that American businessmen held secret meetings with Russian oligarchs linked to Russian President Vladimir Putin regarding potential mining and energy deals.
According to WSJ and European intelligence sources, the talks concerned rare earth minerals, gas extraction and even the reactivation of the Nord Stream gas pipeline.
While bilateral economic agreements with the United States are part of broader negotiations, Zelensky said any such agreements must not violate Ukraine's constitution.
“Probably, some issues in relations between the United States and Russia do not concern us. However, if they somehow affect our national interests, the Ukrainian people, our territories – we would like to know this so that there will be no problems later. This should definitely not contradict the interests of Ukrainians,” Zelensky said.
During the same press conference, Zelensky also stated that the White House had set a deadline for Kiev and Moscow to reach a peace agreement by June, even though talks had stalled over issues such as control of Donbas.
