Judicial control for the three bosses detained in the investigation at the District 5 City Hall. The court rejected the DNA's request for preventive arrest

On Saturday, the Bucharest Court placed under judicial control for 60 days Iulian Cârlogea, the public administrator of Sector 5, Robert Bașca, chief architect of Sector 5, and Florin Chioran, deputy general director of the Local Police Sector 5, in the case in which they are accused of acts of corruption, according to Agerpres.

The three were detained on Friday, and the DNA proposed preventive arrest, but the court rejected the anti-corruption prosecutors' request as unfounded. The decision can be appealed.

In the same file, Cătălin Olaru, the head of the Construction Discipline Service within the General Directorate of Local Police Sector 5, was placed under judicial control, and an administrator of several commercial companies, accused of brokering bribes for the heads of the town hall, was pre-arrested, on Friday, for a period of 30 days.

The investigation began following the complaint submitted by the representative of a real estate developer, who was asked for a bribe so that the City Hall of Sector 5 would expedite the reception of a residential complex, according to the report sent by the DNA to the court.

The allegations in the file

According to the DNA, between December 2025 and February 2026, the businessman ARA, administrator of some commercial companies, allegedly demanded and received from two businessmen (suspects in question) the total sum of 40,000 euros, in two equal installments. In exchange for the money, he had promised them that he would exert his influence on some officials from the State Construction Inspectorate, as well as on the chief architect from PS5, in order to expedite the reception of a building.

“From the amount received, the defendant ARA would have promised the defendant Bașca Robert Mihai the sum of 30,000 euros, of which 15,000 euros would actually have been remitted, after receiving the first installment, for the support given in order to carry out and admit the reception at the end of the works, the difference of 15,000 euros to be remitted later, after the issuance of the certificate of attestation of the construction of the construction”, they claim anti-corruption prosecutors in a statement sent on Saturday.

DNA says that the public administrator Iulian Cârlogea, the nephew of the former mayor Cristian Popescu Piedone, put pressure on the Local Police to quickly complete the reception of the building's works, despite the irregularities found on the ground.

“In the same context, the defendant Cârlogea Iulian Constantin, public administrator of the Sector 5 City Hall, knowing the promise of sums of money to the defendant Bașca Robert-Mihai, would have insisted, verbally and by telephone, in addition to the defendant Chioran Florin, deputy general director of the Local Police Sector 5, for the initiation and speedy completion of the reception of the building's works”, notes DNA.

Florin Chioran, deputy director of the Sector 5 Local Police, is accused by the prosecutors of having facilitated these illegal receptions and of having received, in the last year, approximately 17,000 euros from a subordinate to expedite the taxation of some buildings owned by a commercial company in Sector 5, for which the reception had been admitted upon completion of the works.

“In this sense, the defendant Chioran Florin would have issued and signed the documents regarding the reception and the final value of the works, would have assigned the work to subordinate local police officers, and, after finding some irregularities at the control of 13.01.2026, would have redistributed it to the defendant Olaru Cătălin, head of the Discipline in Construction Service, who would have signed the report of reception without directly verifying the construction and without recording the detected irregularities”, the DNA also declared.

The public administrator of S5, targeted by the investigation, is Piedone's nephew

Cârlogea is Piedone's nephew from his wife's side, her sister's son, and he holds the position of public administrator (city manager) of Sector 5 since 2020, when his uncle was mayor, according to the investigative website Snoop.ro.

His CV shows that Iulian Cârlogea had a one-year break, during 2022-2023, when he held the position of deputy general manager at Salubrizare Sector 5 SA, a company subordinate to the mayor's office.

Just on Friday, he was elected vice-president of the National Permanent Bureau of the Humanist Social Liberal Party (PUSL), according to the announcement made in a post on Facebook.

Snoop.ro revealed that Iulian Cârlogea got married at a luxury restaurant that Piedone, then head of the ANPC, had praised a month before, during a check made in his capacity as president of the ANPC, a position from which Piedone was also removed following a DNA investigation. Iulian Cârlogea did not respond to Snoop's messages and questions on this subject.

Lebăda Luxury Resort & Spa, a five-star complex in the Danube Delta, is owned by businessmen Iulian Robu and Constantin Căpățână, known especially for the development of the Militari Residence complex.

Snoop wrote that Ana-Veronica Şerban, Cârlogea's wife, also an employee of the town hall, had an apartment in a complex owned by the owners of the Lebăda resort, real estate developers in Sector 5.

Piedone's town hall issued town planning certificates to the developers in 2023. According to a Libertatea investigation carried out by the current Snoop team, Cârlogea has two more brothers who worked or are working at the Sector 5 Town Hall, George-Cristian (former local councilor from the PUSL) and Viorel Cârlogea, who was deputy in the S5 Local Police. Currently, Viorel Cârlogea is listed on the institution's website as executive director at the Control Directorate within the Sector 5 City Hall.
