The Krasnoyarsk administration has summed up preliminary financial results for 2025. Despite the changing external economic situation, the city budget managed to ensure a balanced fulfillment of revenue and expenditure obligations.
Total revenue amounted to 71.1 billion rubles, which is 7.7 billion rubles (11%) more than in 2024. The income structure shows growth from two key sources:
- Own income (taxes and non-tax revenues) reached 38.6 billion rubles, an increase of 2.5 billion rubles (7%);
- Gratuitous receipts amounted to 32.5 billion rubles, an increase over last year of 5.2 billion rubles (19%).
Actual expenses exceeded 71 billion rubles. The Krasnoyarsk budget was executed with a “technical” deficit of 0.4 billion rubles, which was fully covered by the balance of funds at the beginning of the year. There are no overdue accounts payable.
An important indicator of the reporting period is the reduction of municipal debt by 334.3 million rubles. A balanced debt policy allowed the city to maintain a high level of debt sustainability.
During 2025, social expenses were financed in Krasnoyarsk as a priority. A significant role was assigned to the support of citizens, including participants in a special military operation and members of their families.
More than 6 billion rubles were allocated last year for the implementation of national projects and other activities to achieve the country’s national development goals. The funds were allocated for relocating citizens from dilapidated housing, overhauling kindergartens, equipping city schools with modern educational equipment, road activities, etc.
Measures to improve the city’s infrastructure also continued: new places for recreation for citizens were created, public spaces and courtyard areas were improved. The work was carried out, including taking into account the requests of the Krasnoyarsk residents themselves.
The administration noted that the current level of execution of the city budget in 2025 allows creating the basis for the progressive development of the city, contributing to the stable and efficient operation of the budget system.
