The adjustment of expenses with the salaries of budget officers in 2025 was significant, the share in GDP falling from 9.4% in 2024 to 8.8% in 2025, according to the data analyzed by Profit.ro. The sources of this adjustment were mainly the wage freeze and hiring restrictions, decided by the government led by Marcel Ciolacu as early as December 2024, but also the cutting of some increments and the even more drastic limitation of hiring, decided by the government of Ilie Bolojan in mid-2025.
