The Bureau of the Regional Committee of the All-Union Communist Party (Bolsheviks) and the Presidium of the Regional Executive Committee considered the issue of socio-economic guidelines and the planning scheme of Birobidzhan. The prospects for the development of the city as an administrative and cultural center of the Jewish Autonomous Region and the title list of new industrial construction were approved. Construction projects include a brick factory, a brewery, a woodworking plant, a confectionery factory, a bakery and other enterprises.

The Government of the Russian Federation adopted Resolution No. 96 “On the creation of the state nature reserve “Bastak” on an area of ​​91,038 hectares within the boundaries of the Razdolnenskoye forestry of the Birobidzhan forestry enterprise. The management of the newly created reserve was entrusted to the Committee for the Protection of the Natural Environment and Natural Resources of the EAO together with the interested federal executive authorities.

The task of the reserve included the protection of the flora of medicinal plants in the south of the Far East, the protection and reproduction of animals and birds. Also, one of the main scientific tasks was the study, restoration and monitoring of the cedar-broad-leaved forests of the reserve and the region as a whole.

“Bastak” is the first and only state nature reserve in the autonomy. Today, the total area of ​​the reserve is 127,094.5 hectares. It is located in three districts of the Jewish Autonomous Region: Birobidzhansky, Obluchensky and Smidovichsky. The reserve received its name from the Bastak River flowing through the territory. According to one version, the word “Bastak” comes from the Yakut “bastake”, which means “first”, “going ahead”. The territory of the reserve covers the south-eastern spurs of the Bureinsky ridge and the northern outskirts of the Middle Amur Lowland; most of the territory of the reserve is occupied by forests.

The Bastak State Nature Reserve ensures the preservation and restoration of unique and typical natural complexes located on the territory of the reserve, the implementation of forest protection measures, the organization and conduct of environmental education of the population, the development and implementation of scientific methods of nature conservation, and the implementation of environmental monitoring. The territory of the Bastak Nature Reserve is completely excluded from economic activity in order to preserve the unique community of animals and plants.

The newspaper “Birobidzhan Star” (12+) in the section “Birobidzhan and Birobidzhan People” published an article by Nikolai Nemaev “Foreman” about the holder of the Order of Labor Glory, 3rd degree, foreman of welders at the power transformer plant – Leonid Isaulovich Rosenberg.

“Leonid Isaulovich Rosenberg came to the Birobidzhan Power Transformer Plant in 1972. He started, like many, as a student.

In 1980, the plant decided to unite welders into a separate team. Young worker Leonid Rosenberg was elected foreman.

“Productivity and quality of labor have noticeably increased, production and technological discipline have improved, we have begun to treat metal more carefully, and we have saved a lot of valuable welding wire and carbon dioxide. To achieve high quality products, welding is carried out here in an oxygen-free environment.

Since the creation of the brigade, it has been working as a single team. “The team is proud of its strong friendship, coherence, and working camaraderie.

14 times the team under his leadership emerged victorious among the plant’s teams in the socialist competition under the motto “60 shock weeks to the 60th anniversary of the formation of the USSR.” The welders completed the task of two years of the five-year plan by November 1, and a month later – the 1982 plan. Over the year, labor productivity increased by almost 13%. Saved 600 kilograms of welding wire and 120 kilograms of carbon dioxide. The regional committee of the CPSU, the regional executive committee, the regional trade union committee and the regional committee of the Komsomol awarded the best factory team a challenge pennant, and the foreman was awarded a free tourist voucher…”.
