In Krasnoyarsk, the police are looking into the situation on Norilskaya Street, where inappropriate cohabitants are terrorizing neighbors. Pavel Pugachev, director of the Interregional Center for Children's Rights, spoke about the situation.
He said that he had filed appeals to the prosecutor's office, the police and the city administration with a request to look into the situation.
“The woman was repeatedly noticed in a very drunken state, sleeping on the street, in the entrance. She threatened to burn down the apartment of one of the neighbors. A man who lives in the family is suspected of drug use. Residents of the house report that this story has been going on for quite a long time,” the social activist said.
He was informed that there was a child in the family, but he did not live with his parents. According to neighbors, the mother spends the benefits allocated by the state on alcohol.
Pavel Pugachev called for an understanding of why the authorities for the prevention of child and family problems do not take action to protect the rights of the child.

The regional police said that the day before a call was received from a house on Norilskaya Street with a message that a man was trying to break into the door of one of the apartments. The attacker was detained; he turned out to be a 27-year-old previously convicted Krasnoyarsk resident, who had already been brought to administrative responsibility. Two protocols were drawn up against him regarding disobedience to the order of a police officer and petty hooliganism (Article 19.3 of the Code of Administrative Offenses of the Russian Federation and 20.1 of the Code of Administrative Offenses of the Russian Federation). Punishment under the first article is a fine of up to 4 thousand rubles, compulsory labor for up to 120 hours, or arrest for 15 days. Another 2 thousand rubles or 15 days of arrest are imposed for hooliganism. The final decision on punishment will be made by the court.
In addition, an investigation was launched against the man’s 28-year-old cohabitant for failure to fulfill the responsibilities of raising a child. The punishment under this article is from 500 to 2000 rubles. The police noted that the mother does not actually live with her 8-year-old daughter. The girl is being raised by her grandmother.
