The Steering Committee of the Security and Defense Fund adopted investment priorities, which constitute the basis for the preparation of investment policies specifying the use of funds from the Fund, the Ministry of Funds and Regional Policy announced on Monday.

As the ministry said in a statement, the money from FBiO is to be used to support Poland's defense potential and population protection, and the financial support will cover four priorities.

Approximately PLN 9.65 billion is to be allocated for the construction of shelters, places of refuge, wells, water intakes and local wells, telecommunications infrastructure related to crisis management, approximately PLN 6.26 billion for the construction and modernization of roads, bridges and tunnels belonging to local governments and railway infrastructure, approximately PLN 2.46 billion for increasing the level of security and reliability of digital infrastructure collecting data and supporting the management of our surroundings (water intakes, sewage installations, public transport, power networks, etc.).

Another approximately PLN 4.05 billion is to be allocated to increase production capacity in the Polish arms sector; support, among others construction and modernization of production infrastructure, purchase of software and IT services; machines and devices useful in crisis situations; machines and devices necessary to conduct industrial research and development work.

The Ministry noted that almost every tenth zloty from the National Reconstruction Plan is to be spent on FBiO. The final distribution of funds will depend on the interest of entities in the loan recruitment process and their openness to admitting the investor to the ownership structure.

The ministry also noted that this was the first meeting of the Committee after the entry into force of the Act of December 4, 2025 on special rules for the implementation of tasks related to security and defense investments implemented under the National Reconstruction and Resilience Plan.

The creation of the Security and Defense Fund is intended to fulfill one of the so-called milestones required under the KPO. The fund is intended to support the strengthening of production capacity in companies by modernizing their technological base, digitizing processes and expanding production capacity. Support for companies located outside major agglomerations will be particularly important, which will contribute to the better development of small and medium-sized towns.

The regulations provide that Bank Gospodarstwa Krajowego (BGK) will create the so-called a special purpose vehicle (SPV) to finance defense and security investments, and more than half of its funds will be able to go to local governments for the construction and modernization of shelters. (PAP)
