The process by which the employees of the National Energy Regulatory Authority (ANRE) contest the reform for which the Bolojan Government pledged its responsibility in Parliament is being tried at the Bucharest Court of Appeal.
On Thursday, the court adjourned until January 29 to pronounce a decision in this case.
ANRE employee process
Hundreds of employees from the Financial Supervisory Authority (ASF) and the Energy Regulatory Authority (ANRE), as well as the unions of the two state institutions, went to court to challenge the reform for which Prime Minister Bolojan pledged his responsibility in Parliament. The move came after the ANCOM Employees' Union managed, through a decision of the Bucharest Court of Appeal, to stop the application of the measures.
Following ANCOM's prescription, both ASF and ANRE are trying to stop the application of Bolojan's measures regarding layoffs in court / How many employees do the two institutions have and what are their salaries
In the case of ANRE, more than a hundred employees requested in court the suspension of the acts aimed at reorganizing the institution and reducing expenses, approved in December 2025, as part of the reform assumed by the Government led by Ilie Bolojan. Concretely, ANRE employees contested in court the 30% cut in salaries and the dismissal of 14 employees out of the approximately 300 employees at ANRE.
The file was registered at the Bucharest Court of Appeal on January 8, 2026.
A similar request was made, also at the Court of Appeal, by more than 150 employees of the Financial Supervisory Authority (ASF), who are contesting a decision of the ASF by which employees' salaries are reduced. This separate file, registered at the CAB on January 13, has a trial date of February 3.
In a similar case of the National Communications Regulatory Authority (ANCOM), at the end of last year, CAB won the case of over 330 employees of ANCOM, who challenged the layoffs and income reductions included in the reorganization plan.
Unlike the employees of ASF and ANRE, those of the communications regulatory authority (ANCOM), led by Valeriu Zgonea, contested the restructuring decisions since the end of last year.
What are the salaries at ANRE?
In both ASF, ANRE and ANCOM, salaries are among the highest in the Romanian public sector, the three authorities self-financing from various taxes on the sectors they supervise, taxes that are ultimately found in the bills that Romanians pay to RCA, electricity and natural gas or telephony, internet and TV.
Last year, the average net salary at ANRE was 18,635 lei, at ASF it reached 13,562 lei, and at ANCOM at 12,934 lei, according to Spotmedia.ro information.
