January 22, 1939

The newspaper “Birobidzhan Star” (12+) on January 22, 1939 published material from a meeting on the issue of high-speed construction in the Jewish Autonomous Region. The meeting was attended by heads of construction organizations, engineers, technicians, designers, and construction architects. The chief engineer of the regional committee, Kraitz, gave a report on the importance and methods of high-speed construction. The speakers spoke about the successful use of high-speed construction at construction sites in our country and, in particular, about the successes of Dalvoenstroy builders and made practical proposals for the introduction of high-speed construction at construction sites in Birobidzhan. I would like to quote an excerpt from the speech of the chief engineer of Birobidzhanstroy Telichkin about the construction of a school using the high-speed method:

“…After all, one name – high-speed – does not give us the right to calm down. High-speed construction must be justified by careful preparation for it, a well-thought-out project for organizing the work. Among the construction projects included in this year’s program, the largest construction project is school No. 11. It will be a four-story stone building, designed for 880 students. I believe that it is here that the high-speed construction method should be applied first of all…”

From the speech of the chief engineer of Birstroymontazh Sukhodsky about high-speed construction: “High-speed construction work must be carried out in more than one shift, using the valuable time of the construction season. The high-speed method can have great success if the construction is serial. For example, Pereselenstroy, which builds houses of the same type, can carry out construction using the high-speed method with great success. The Birstroymontazh office has planned to carry out the high-speed construction of nurseries at the transport plant. It will be a beautiful stone building.”

The newspaper “Birobidzhan Star” on January 22, 1941 published on its pages a report on the state of public education in the Jewish Autonomous Region by the head of the regional department of public education, Kantor. I will give as an example several quotes from the speech of the head of the regional department of public education:

“Public education and culture of our region have stepped far forward in recent years. The network of schools and political educational institutions is expanding every year. The state allocates huge funds for their construction… Dozens of new schools and cultural and educational institutions have been built with these funds… Now in our region there are 108 primary, junior high and secondary schools, 43 reading huts, five clubs, three cultural centers, 40 preschool institutions, a teacher training school, an orphanage in 115 people (these data do not include the network of railway transport institutions).”

After the speech, a debate began on the report of Comrade Kantor, for example, the director of the regional library Zhavoronkova sharply criticized the leadership of Birobidzhanstroy for the protracted construction of the regional library in Birobidzhan, as well as the Furniture Maker artel and the haberdashery factory, which were delaying the production of equipment for the library.

January 22, 1969

A regional gathering of leading production workers took place in Birobidzhan, discussing the results of the work of enterprises in industry, agriculture, construction, transport, communications, public utilities and trade services for the population of the region in 1968. The participants of the rally accepted socialist obligations for the early implementation of the national economic plan for 1969, worthy of celebrating the 100th anniversary of the birth of V.I. Lenin.

January 22, 1974

In the newspaper “Birobidzhanskaya Zvezda” for January 22, 1974, in the article “Contribution of Innovators,” the engineer of the Dalselmash plant, Y. Prilutsky, says that in 1973, the innovators of the plant contributed more than 102 thousand rubles to the savings treasury:

“The creative team, which includes the head of the GSKB department A. Untevsky, the design engineer M. Kandelya and the chief technologist of the plant A. Belogurov, worked especially well. The implementation of their proposal to manufacture a slab from a sheet five millimeters thick instead of the usual six mm gave the plant savings of more than 45 thousand rubles. A large group of innovators and innovators of the plant were recently awarded for their active participation in the development and implementation of new equipment Certificates of honor, valuable gifts.”

The same newspaper tells readers that the Birobidzhan Hosiery and Knitting Factory summed up the results of the competition of innovators (12+) for 1973, “forty creative teams, eight workshops and departments took part in it. Over the course of the year, they introduced 65 rationalization proposals into production, which resulted in savings of 125 thousand rubles. This is almost twice as much as the commitment made.”

The newspaper informs its subscribers that at the address st. Chapaeva, house No. 1 in the city of Birobidzhan, by decision of the presidium of the Khabarovsk Regional Tourism Council, a city excursion bureau was organized:

“Citizens and guests of the regional center will be able to take fascinating excursions to memorable places, visit enterprises, the local history museum, and make trips to Khabarovsk. During the spring holidays, students will be offered vouchers for the Fakel tourist train. At the excursion bureau you can also buy vouchers for a trip to Moscow.”

The same issue of the newspaper contains an article by the Far Eastern writer Viktor Pozhidaev, “Regional OSVOD Conference,” who worked in our region until the 80s, in which he says that about a thousand people in the Jewish Autonomous Region are already members of the All-Russian Voluntary Water Rescue Society. The article talks about the OSVOD conference that took place recently, at which it was said that it is necessary to strengthen rescue work. Primary OSVOD organizations should be created in kindergartens, schools, colleges, and at all enterprises in the region “with their help, every resident of the region must be taught to swim and provide the necessary assistance to the victim. At the conference, it was said with great concern that in Birobidzhan and the region there are few places for swimming that would not have any complaints from both vacationers and the sanitary-epidemiological service.”
