Which countries are on Moscow's blacklist? Romania, considered “hostile” by Putin

Since the start of the war in Ukraine, Russia has labeled as “hostile” several countries, especially European Union states that have imposed sanctions on Moscow. The Kremlin has been drawing up such a blacklist since 2021, a few months before the outbreak of the conflict.

According to the Spanish daily La Razon, at that time, only very few countries were included, but after the invasion and the sanctions imposed by the West, the European Union, NATO territories and other states were gradually added.

Subsequently, it reached 47 different countries and territories included on the list of hostile states.

According to Interfax, the order to include the new territories was signed by Prime Minister Mihail Mishustin and is part of the Decree of the President of the Russian Federation dated March 5, 2022, “Regarding the temporary procedure for the fulfillment of obligations towards certain foreign creditors”.

Mostly, it is about those countries that have supported the sanctions imposed since the beginning of the Russian invasion on Ukrainian territory, such as NATO or EU countries.

However, the countries of the European Union and most of the NATO states are not the only territories that Russia considers “enemies”. Other nations outside these structures also appear on Putin's blacklist.

This is the case of Andorra, San Marino, Liechtenstein and Monaco, four European microstates that are neither part of the European Union nor NATO.

Although these institutions do not include any microstates, their relations and bilateral agreements with the Eurozone are enough for Moscow to consider them “hostile”.

Taiwan, New Zealand and Singapore are also blacklisted. Taipei's strained relations with China, Russia's main ally, mean that this region (historically considered by Beijing as part of it) is categorized as “unfriendly”.

As for Singapore, it was a neutral state until the Russian invasion of Ukraine (as was Switzerland in Europe), but abandoned its neutrality and imposed unprecedented economic sanctions to “condemn the seriousness of the aggression”, thus aligning with the Western powers.

New Zealand followed the same path, which is why it was, in turn, considered hostile by Moscow.

Territories such as the island of Jersey and other overseas territories under British control such as Anguilla, the British Virgin Islands and Gibraltar also appear on the list. The list is also completed by the Bahamas and Micronesia, which severed relations with Russia in 2022, following the example of other states.
