The State Treasury submitted a proposal to change four people in the supervisory board at Tuesday's general meeting of shareholders. Moreover, the general meeting was held only for this purpose. The President of KGHM, Andrzej Szydło, who took up his position in June 2025, may feel threatened in this way. In the case of state-owned companies, changes in the management board usually result in the replacement of many supervisors.
Four men took up their new functions:

- Arthur Ulrich
- Zbigniew Ćwiąkalski
Earlier, the EGM dismissed the following members of the supervisory board: the current chairman of this body, Aleksander Cieśliński, the deputy chairman of the Supervisory Board, Tadeusz Kocowski, as well as Zbysław Dobrowolski and Dominik Januszewski.
According to the statute of KGHM, the supervisory board of this company consists of 7 to 10 members; the previous council also had 10 members. One of the council's prerogatives is to appoint the company's management board.
Who is Zbigniew Ćwiąkalski?
The latter was a widely known public figure during Donald Tusk's first government. He was Minister of Justice and Prosecutor General in the years 2007-2009 and took over this position from Zbigniew Ziobro after the collapse of the PiS-Samoobrona-LPR coalition and the victory of the Civic Platform in the elections and the establishment of its government with PSL.
Currently, he is a lawyer, partner in the SPCG law firm (Studnicki Płeszka Ćwiąkalski Górski sp.k.), head of the Department of Criminal Law and Criminal Procedure at the University of Law and Administration. Rzeszów Higher School. In the years 1972-2023 he was an employee of the Department of Criminal Law at the Jagiellonian University.
He received the title of professor in the field of social sciences in the discipline of legal sciences on July 21, 2020. He was a member of the Committee of Legal Sciences of the Polish Academy of Sciences in the 2020-2023 term, also elected for the next term in the period 2024-2027.
He also held the position of president of the Court of Arbitration for Sport at the Polish Olympic Committee in the 2020-2023 term, and was also elected for the next term in 2024-2027.
He is an arbitrator recommended at the Court of Arbitration at the Polish Chamber of Commerce. He also serves as a social advisor to the Minister of Justice – Prosecutor General for the Public Prosecutor's Office.
Zbigniew Ćwiąkalski is the author of several dozen scientific publications in the field of substantive and economic criminal law. He is a co-author of the commentary on the Penal Code and the commentary on the Copyright and Related Rights Act. He is also an attorney or defense attorney in many criminal trials, mainly in the field of criminal economic law.
Remigiusz Paszkiewicz
“An experienced manager and expert in the transformation of large industrial organizations” – it was written about him in a note from KGHM.
He specializes in conducting restructuring processes in the infrastructure, railway and logistics sectors, under “conditions of high operational complexity and time pressure”. During his career, he implemented deep structural and organizational reforms, including: at Ukrainian Railways (Ukrzaliznytsia), where he was responsible for the separation of infrastructure and transport activities in accordance with European Union requirements, and at PKP Polskie Linie Kolejowe, where he supervised the largest modernization program in the history of Polish railways at that time.
From August 2025, he served as the president of the Baltic Industrial Group, implementing steel structure projects for the onshore and offshore wind energy, shipbuilding industry and nuclear energy sectors. He is responsible for the development of the Group, its industrial transformation and building GPB's position as a Tier 1 partner in strategic energy projects in Poland.
In the years 2023–2025, he served as a member of the management board of Slovenske Železnice – Tovorni Promet. Previously he was, among others, president of Anwil (ORLEN Group), PKP Polskie Linie Kolejowe and advisor in projects in the field of logistics and development strategies of infrastructure companies.
He has experience in managing large investment projects, obtaining financing from international institutions (EIB, EBRD, World Bank) and implementing modern management tools. In 2014, as the president of PKP PLK, he was honored with the European Commission award for the best railway infrastructure manager in Europe.
A graduate of the Warsaw University of Technology, the National School of Public Administration and the College of Europe in Natolin. He also completed an educational program at the John F. Kennedy School of Government at Harvard University.
Łukasz Żelewski
A graduate of the Faculty of Mathematics and Physics at the University of Gdańsk. A manager with 35 years of experience, specializing in managing multi-plant and chain businesses.
Co-creator of strategies for large and complex business entities. He organized corporate supervision systems. He has experience in carrying out restructuring processes. He worked, among others, on the management boards of: Poczta Polska, Pomerania Development Agency, Energa Ozdrowienie Sp. z o. o. He served as director of the department of economy and infrastructure of the Pomeranian Voivodeship Marshal's Office.
He also ran his own business. He was a member of many supervisory boards, including the Gdańsk International Fair and DENIS System sp. z o. o. He was a member of the Council of the Pomeranian Chamber of Commerce and the Pomeranian Entrepreneurship Council.
