Caracal City Hall is overtaxing unmaintained buildings for the fourth year in a row. From 2023, 24 properties saw their tax increased by 500%, says mayor Ion Doldurea, according to Agerpres.

The mayor of the Caracal municipality declared on Thursday, for the quoted source, that one of the degraded buildings for which a five times higher tax was applied is located right in the center of the city, being the former Caracal restaurant, a one-story building dating from before the First World War. For this building, in the category of non-residential buildings, this year the owner paid a tax of approximately 13,000 lei after in 2023, 2024 and 2025 he paid 6,400 lei each and until 2022 the tax was 1,270 lei.

“There are several such buildings that are deteriorating, they are old, some even heritage, and the purpose of increasing the tax for them is to induce the owners to take measures, to maintain them, to find solutions because they affect the appearance of the city and are even a danger for passers-by. There are situations, such as the building of the former Caracal restaurant, centrally located, a very beautiful one-story building, but unfortunately it is deteriorating day by day, it is no longer functional, its ornaments have started to fall off, a tree grows from a balcony, it's a danger to passers-by. We, the municipality, offered to buy it and rehabilitate it, but the owner wanted to keep it, he claims that he also paid the increased taxes. We also have a few old buildings on Iancu Jianu Street, for which an increased tax was applied, I understand from the owner that he is trying to sell it', said Ion Doldurea.

The mayor specified that starting from 2023, when a decision of the Caracal City Council entered into force regarding the 500% increase in taxes for buildings left unattended, the municipality applied 24 decisions for taxes on buildings increased five times.

“In all these 24 cases of increased taxes on buildings because the buildings were unkempt, the owners paid. There were also a few appeals, but in the end they paid. We want them to find solutions to consolidate them, to maintain them, so that they are no longer a danger,” Doldurea concluded.

In the municipality of Caracal there are approximately 150 old heritage buildings, including some owned by the municipality and rehabilitated, such as the museum, the library, the theater, the Hagiescu – Miriște House (Museum of Ethnography), the Iancu Jianu Memorial House.
