The General Mayor of the Capital, Ciprian Ciucu, said on Wednesday on Digi24 that the decision was made to introduce more heating agent from CET West into the network, because “CET South is not functional”, and if the damaged hot water boiler (CAF) was used, it “may actually explode and we may have a greater risk of leaving Bucharest without hot water and heat by the end of winter”.
“It is about a very old infrastructure, from the 60s, technology from the 40s, 50s, 60s, 70s, all these CETs have been executed. The only modernized one in Bucharest is the West CET. That is why, in Drumul Taberei, in Militari, in the western area, there are no such problems – on the contrary, the water is very hot”, said the former mayor of Sector 6.
He said that the decision was made “to introduce more thermal agent into the network from CET West, in failure mode (…), in the sense that CET South is not functional (…), and to push it, through a better flow rate and a better pressure, from the west and reach that part as well”.
“This means that in some blocks it will not reach. There is this possibility. The system has an inertia, it has to improve every day. By now it should have reached to feel a little there, but the alternative, according to what was explained to me, is that that boiler could explode, which could create a much more serious situation, immediately, during the whole winter, not just at this moment”, added the mayor.

The mayor of the capital said that in the areas affected by this situation “the radiators will not be effectively frozen”.
“The water is hard, and the temperature is lower (…). I am extremely sorry. If necessary, I apologize, as I have just come into office, for an old infrastructure, which has not been renewed for years (…) We let CAF go, work accidents may occur, it may actually explode and we may have a greater risk of leaving Bucharest without hot water and heat by the end of winter”, added Ciprian Ciucu.
What he said about Nicușor Dan
When asked if Nicușor Dan, the former general mayor, is to blame for this situation, Ciprian Ciucu answered: “Why should it be Nicușor Dan? He is not omnipotent either. He did what he could do (…). For such a mega-system you have to intervene 2%, 3%, every year. If from Halaicu until today every mayor, instead of making sausages, the longest sausage in the world, as Oprescu did, and other syndromes, he was in charge of directing the money, 1%, 2%, per year, every year to replace, to replace, because they have a limited lifespan, we were not getting here”.
“Nicusor Dan coordinated the investments and now we have reached 30% of the replacement of the primary network, which means 1,000 kilometers. It is not little. What I propose is to go, 40%, 50%, 60%, 70%, and in 10 years we will replace everything”, the mayor also declared.
