During the first reading of the bill in the Sejm, Deputy Minister of Development and Technology Michał Jaros said that the prepared regulation simplifies and accelerates the process of establishing and running a business. Referring to the comments of some MPs who, among others, pointed out the need to postpone the date of entry into force of the Act (it is scheduled to enter from November 1, 2026), he pointed out that further work would be continued in the joint committees for deregulation and economy and development.

The amendment to the project on the Central Registration and Information on Business and the Information Point for Entrepreneurs assumes a gradual transition to full electronicization of all applications in CEIDG. The solutions included in the act are intended to improve contact between entrepreneurs and the administration and improve the quality of data in state registers.

In the first stage, the solution will cover approximately 90 percent. companies, i.e. those in which at least one of the partners is an entrepreneur entered in CEIDG (over 200,000 entities).

As indicated in the project justification, the introduction of the so-called CEIDG one digital window means replacing separate applications to the tax office, GUS and ZUS with one integrated application, so that it is possible to complete all registration formalities in one place in electronic form. The central registration system will also publish information about civil partnerships in which a partner is an entrepreneur entered in the CEIDG.

The project also assumes the introduction of a standardized template of a civil partnership agreement to be used in the process of concluding a partnership agreement.

The amendment also assumes a gradual shift from submitting paper applications when registering a company in CEIDG to full electronicization. “This is consistent with the direction of changes in the entire administration. Statistics show that currently most applications to CEIDG (over 70%) are submitted electronically,” the ministry said.

From November 1, 2026, applications to start a business will be accepted only electronically. From November 1, 2028, the electronic form will also apply to other applications: suspension, renewal, termination, change of entry.

The amendment also introduces the possibility of starting a business via the mObywatel application. “This is another step in the development of public services, particularly important due to the fact that CEIDG receives over 2 million applications annually,” noted the Ministry of Tourism and Technology.

The project also provides for a number of changes to improve the transfer of data between registers without the need for the entrepreneur to take action and to update data in CEIDG entries based on information contained in public registers.

It is expected that, among other things, the address shown in CEIDG will be adjusted to the data from the TERYT register, as well as supplementing the company data with the name and surname in the event of missing or outdated data in the entry. The aim of the changes is to reduce administrative obligations imposed on entrepreneurs – where possible, data is to be updated without the need for the company owner to take action.

The draft act provides for four separate dates for the entry into force of individual solutions. Most of the provisions are to enter into force 6 months after the announcement of the act. The legal basis for submitting applications to CEIDG via the mObywatel application is to be launched 7 days from the announcement. From November 1, 2026, applications to start a business will be accepted only online. In turn, on November 1, 2028, a “single window” for civil partnerships is to be introduced. (PAP)
