Ghiseul.ro operates with interruptions for the 8th day in a row. Explanations of the Authority for the Digitization of Romania

Romanians who tried to view or pay their taxes online through Ghiseul.ro had problems accessing the data from the platform on Thursday, January 8. “Error code: 500 internal Server Error” is the message that sometimes appears when accessing the platform. “It's not an attack. This is the error that occurs when there are many users at the same time,” claims Dragoș Vlad, the president of ADR, who says that traffic has increased 10 times.

Online card payment through Ghișeul.ro is also experiencing problems on Thursday, January 8, including in Bucharest, when accessing the IT platform from the desktop.

“Error code: 500 Internal Server Error” – The site could be temporarily unavailable or too busy. Try again in a few moments” is the message that appears when you want to access the platform.

If you press the “Try again” button, you will be able to enter the account and view the fees and taxes or pay them, although it is possible that the error will still appear.

ADR boss: “Traffic up 10x. People are coming in to see their new fees”

Contacted by HotNews.ro, Dragoș Vlad, the president of the Authority for the Digitization of Romania (ADR), the authority that manages Ghișeul.ro, claims that the operational problems are generated by the large number of simultaneous accesses to the platform.

“There are many who access. This is the error that occurs when there are many users at the same time. We have made a filter to protect the system from attacks. If 'refresh' is given many times, these commands are associated with a machine, not with a human”, stated Dragoș Vlad, the president of ADR.

Indeed, whoever types www.ghiseul.ro will be greeted at first by a filter that checks if the platform is accessed by a human.

After checking the “verify you are human” button, the platform can be accessed, but after entering the authentication data (user and password) the error mentioned above appears.

President Dragoș Vlad says that this happens because of the volume of traffic which is higher than in other years.

“The news that the tolls have gone up and the fact that people want to see them has created this growth. Traffic has increased 10-fold. People are coming in to see their new tolls,” says the authority's president.

Dragoș Vlad claims that “the system worked and is working” and that “there are problems with certain town halls that are really now reviewing the amount of their taxes”.

He emphasized that “from a calendar point of view, it is the 8th day of the year, but today is the first day that the actual work began in the Local Taxes and Tax Departments in the town halls. It is only from today that technical checks are made that the data are updated in the case where the town halls have approved their new values. There are still mayors who have not done this yet”.

“The problems are not caused by an attack, but only by many connections at the same time. The employees from the town halls are back in the office and working. The town halls are in the process of updating, the ones that have not updated their data. I also spoke with colleagues from Finance with ANAF and the connections between Ghișeul.ro and the services of these institutions are working”, said Dragoș Vlad.

150,000 new users in Ghiseul.ro

On the other hand, the ADR president also stated that “traffic is reasonable”.

“Today, until the 8th day, more than 90,000 transactions were made, so somewhere an average of more than 10,000 per day during the 8 days. The values ​​are high, tens of millions of euros have already been collected, and the figure that pleasantly surprises me personally is that 150,000 new users have created an account during this period,” said the ADR president.

Asked by HotNews.ro when he estimates that there will be no more problems in Ghiseul.ro, the president of ADR said that “around January 15-20 when the town halls will adjust their information and all the values ​​will be seen”.

Some citizens found themselves with their taxes increased twice in two days

Several Bucharest residents in Sector 2 have complained these days that the local taxes they have to pay to the City Hall have increased from one day to the next. They saw an amount displayed in the Ghiseul.ro application, and the next day another amount.

And this after certain taxes became more expensive on January 1 compared to last year. People complained that they saw certain amounts displayed, and overnight they went up again.

“For me, it increased from 876 to 1025 lei. I wonder if I paid the 876 lei in the morning, what would happen? Maybe we will wake up tomorrow with another surprise”, commented an internet user on the Cartierul Colentina Facebook group. “Last night 442 lei, tonight 680 lei. I'm looking forward to seeing what amount will appear tomorrow,” wrote another.

The Mayor of Sector 2, Rareș Hopincă, requested a disciplinary investigation of those responsible from the General Directorate of Taxes and Taxes Sector 2 after several Bucharest residents from Sector 2 complained that the local taxes they have to pay to the City Hall increased from one day to the next.

“The stuttering of the General Directorate of Taxes and Taxes Sector 2, which displayed different payment amounts for taxpayers, is unacceptable”, the mayor of sector 2, Rareș Hopincă, said on Wednesday in a Facebook message apologizing to those affected.

“We have requested a disciplinary investigation of those responsible, and the adopted measures will be communicated as soon as possible,” continues Hopincă.

The Mayor of District 2 states that “the calculation process has been completed and there should be no more syncope”. Previously, the City Hall of Sector 2 transmitted that “The amounts owed by taxpayers to the local budgets are established and brought to the attention of taxpayers through the taxation decisions, communicated by March 31 of each year.”

Regarding the differences reported by citizens, the City Hall states that “the calculation of fees and taxes was done between January 1-6”, and “within this process, there were some situations in which intermediate values ​​were displayed on the Ghiseul.ro platform, these being corrected until the end of the calculation process (01.06.2026)”.
