The State Tax Service of Ukraine did not fulfill the revenue plan for the year


“According to operational information for January – December 2025, actual revenues to the general fund of the state budget of taxes and fees, which are controlled by the State Tax Service, amount to UAH 1.246 trillion. […] Despite the extremely difficult conditions, the revenue plan for taxes and fees was fulfilled by 97.4%,” she wrote.

According to the country's chief tax officer, the plan for 2025 was increased by more than UAH 100 billion compared to the previous year.

Karnauch called the taxes collected for 2025 “the merit of every taxpayer” and “an example of everyone’s responsibility.”

“Despite the war, constant shelling, alarms and lack of light and heat, you filled the budget. Because every hryvnia of taxes paid is a contribution to the victory of Ukraine,” she said.

Acting The head of the State Tax Service noted that the necessary financial reserve was created by “stable overfulfillment of indicators during the first half of the year.”

“Thanks to the joint work of the State Tax Service and each taxpayer, it was possible to avoid significant shortfalls in revenue at the end of the year,” she emphasized.

According to Karnaukh, most of the state budget revenue came from taxes and fees on personal income (UAH 362.9 billion) and value added taxes (UAH 306.5 billion). Another 284.7 billion UAH came as corporate income tax.
