The Regulation of the Council of Ministers on determining the boundaries of certain communes and cities, granting certain towns the status of a city and changing the name of the commune, published on July 31, introduces changes in the territorial division of the country. This concerns changes to the boundaries of communes and cities, granting city status to towns and changing the name of the commune.

Pursuant to the regulation, from January 1, six towns have been granted city status. Three towns in the Masovian Voivodeship became cities:

  • Stanisławów (Mińsk poviat),
  • Małkinia Górna (Ostrowski poviat)
  • Old foals (Płock district).
  • Janów Podlaski (Biała Podlaski County, Lublin Voivodeship),
  • Branice (Głubczyce County, Opole Voivodeship) and
  • Janów (Częstochowa County, Silesian Voivodeship).

The rural commune of Nowe Miasto Lubawskie in the province received a new name – Bratian. Warmian-Masurian Voivodeship. In this way, Bratian will be distinguished from the neighboring district Nowe Miasto Lubawskie.

From January 1, there were also changes regarding the determination of municipal boundaries. The Council of Ministers agreed to change the boundaries of the Chełm commune in the Lublin Voivodeship, which included two areas – 31.5 ha and 43.98 ha of the city of Chełm. In the Lesser Poland Voivodeship, the Rytro commune received 1.40 ha of the Młodów village from the Piwniczna-Zdrój commune, and this commune received 1.22 ha of the area of the village of Sucha Struga from the Rytro commune, and the Niepołomice commune – 3.22 ha of the Kłaj commune.

In the Masovian Voivodeship, 1.63 ha of the Kapturski Forest were added to the Zakrzew commune. Radom received 97.16 ha from the Jedlnia-Letnisko commune, 119.26 ha from the Kowala commune and 112.23 ha from the Jastrzębia commune.

In the Pomeranian Voivodeship, 416.05 ha of the Bolesławice district from the Kobylnica commune were incorporated into Słupsk. From the new year, part of the Nowa Wieś Lęborska commune belongs to Lębork – 129.42 ha of the Małoszyce district, 63.93 ha of the Kębłowo Nowowiejskie district and 129.70 ha of the Nowa Wieś Lęborska district. In turn, the city of Ustka received 275.86 ha of the Przegląd district from the Ustka commune

In the Silesian Voivodeship, the town of Radzionków was enlarged by 0.51 ha at the expense of the town of Piekary Śląskie from the Piekary Wielkie area.

The government also changed the boundaries of cities in the Lubusz Voivodeship. From January 1, 33.62 ha of the Licheń district, previously belonging to the Strzelce Krajeńskie commune, were incorporated into the town of Strzelce Krajeńskie, and 93.46 ha of the Kosieczyn district from the Zbąszynek commune were incorporated into the town of Zbąszynek.

The government considers applications from local governments within one year from the date of their submission, but no later than July 31 of the year preceding the budget year in which the change is to take place.

The consent of local governments to change the borders is an important argument that is taken into account in the application examination procedure, but it is not a condition for the Council of Ministers to make a decision, because the government is not bound by the opinion of the interested local governments or the results of public consultations.
