A meeting of Birobidzhan party activists discussed the results of the December 1935 Plenum of the Central Committee of the All-Union Communist Party of Bolsheviks. The adopted resolution noted that the Stakhanov movement is the highest stage of socialist competition, a source of further growth in labor productivity. The party organizations were given the task of involving the broad masses of workers in the ranks of the Stakhanovites.

A meeting of the party activists of the Smidovichi district discussed the results of the December Plenum of the CPSU Central Committee and the tasks of the district party organization.
The adopted resolution noted that the region's industry completed the tasks of the Eighth Five-Year Plan ahead of schedule. Industrial production increased by 40%. Products worth 1.9 million rubles were sold in excess of the plan, gross agricultural output increased by 66%, sales of grain and meat to the state doubled, potatoes by 60%, eggs by 42%.
The resolution defines specific measures to increase the level of party management of the economy, improve the education of personnel, and increase their responsibility for the assigned work.

The Plenum of the Regional Party Committee approved the decisions of the December 1977 Plenum of the CPSU Central Committee and accepted them for guidance and strict implementation, and determined the tasks of the regional party organization in the light of the decisions of the Plenum of the CPSU Central Committee.
Party, Soviet, trade union and Komsomol organizations were asked to organize widespread propaganda and explanation of the materials of the Plenum of the Central Committee, the laws adopted by the eighth session of the Supreme Soviet of the USSR.

Based on the order of the Ministry of Land Reclamation and Water Management of the USSR dated December 30, 1967 No. 268, the Birobidzhanvodstroy trust was formed.

Since 1967, the trust was subordinate to the Main Directorate for Land Reclamation and Construction of State Farms in the Far East (Glavdalvodstroy) in Vladivostok, and since December 1987 – to the production construction and installation association “Khabarovskvodstroy”. The trust provided leadership for land reclamation, construction of water management, housing, cultural and communal facilities.

The first children's technology park in the Jewish Autonomous Region, Quantorium, was put into operation in Birobidzhan. A children's technology park appeared in the capital of the Jewish Autonomous Region with the support of the federal budget as part of the national project “Education”.

The Birobidzhan Quantorium implements six areas. These are Geoquantum, VR/AR, Roboquantum, Energy, in IT they study programming and information security; and the High-Tech Workshop – a special part of the Quantorium, where children's ideas will be implemented.
Children's technology park “Quantorium” is a federal network of children's technology parks where children receive additional education. This is a unique environment for the accelerated development of children in current research, engineering and technical areas. This is a site equipped with high-tech equipment, aimed at training new highly qualified engineering personnel, development, testing and implementation of innovative technologies and ideas. These are huge structured areas in which children study for free.
