The cadastral tax returns like a boomerang. This time the reason is the opinion of the International Monetary Fund, which recommended imposing a higher tax, e.g. on the second or third property. As “Fakt” reports, the Left already has its own idea. In their opinion, the cadastral tax should depend on the value of the apartment, not its area.

Auctions for cadastral tax on the second or third apartment always excite the minds of both those in power and real estate owners. There is also the issue of overlapping burdens.

There will be no double taxation, real estate tax and cadastral tax, because it will be unfair. It will be related not to the area, but to the value, because the same area is worth different things in different places – explains Anna Maria Żukowska, an MP from the Left.

If real estate tax were replaced by cadastral tax from the first apartment, this is what it could look like.

According to “Fakt” expert Tomasz Błeszyński, it should be done first introduce universal real estate valuation. Their value would be determined either by property appraisers or thanks to tables containing current data, e.g. transaction data. If the taxpayer did not agree with the officials' valuation, he could appeal. It would also need to be created discount system for poorer people and for owners of e.g. two apartments, and higher rates apply only to those who own three or more apartments, houses, plots.

The newspaper analyzed taxes for two imaginary properties located on one street in Konstancin-Jeziorna near Warsaw. One is a 100-meter house from the 1950s without proper insulation, but with unlisted installations. According to the transaction values ​​of the apartments, it is worth approximately half a million PLN. The second one – with a similar area – is new, energy-saving and well-equipped (including a swimming pool). Its value is approximately PLN 2.5 million. In case real estate tax at current rates for both owners pays PLN 382.

After replacing the real estate tax with a cadastral tax at the level of 0.1%. real estate value (this is the lowest possible rate, because ranges between 0.1 and 1 percent are considered),

  • the owner of the first property would pay PLN 500 per year
  • the owner of the second – modern villa – PLN 2,500 per year.

— It's easy to brag about your wealth, but it's harder to pay taxes on it. Paradoxically, the same Poles who protest against the cadastre in their country by buying apartments, e.g. in Spain, have no hesitation in paying the tax there, often much higher and in euro. In Spain, it ranges on average from EUR 300 to EUR 1,500 per year and is collected automatically by municipalities, often directly from the owner's bank account – “Fakt” quotes the words of an expert.
