The Ministry of Digitization has published fragments of the mObywatel source code in the MC Public Information Bulletin – the ministry announced on Monday. To view code snippets, you must verify your identity.

The Ministry of Digitization was obliged to publish the code by the Act of 2023 on the mObywatel application.

To make this process safe, expert opinions on this matter were presented by the key institutions of the national cybersecurity system: CSIRT GOV, CSIRT MON and CSIRT NASK – emphasized the ministry in a press release.

To view selected code fragments, you must confirm your identity via Zaufany Profil, mObywatel application, electronic banking, e-ID or eID.

Then you must accept the license (MIT), i.e. open software under which the Central Informatics Center (COI) has made the code available. As indicated, COI, which is responsible for mObywatela on the technical side, grants to any person who obtains a copy of the code and related documentation (hereinafter “software”), free of charge, the right to use it without restrictions “including without limitation the right to use, copy, modify, merge, publish, distribute, sublicense and/or sell copies of the software, and to allow persons to whom the software is supplied to do the same, subject to the conditions.”

It added that the code is provided “as is” without warranty of any kind, including but not limited to: without merchantability, fitness for a particular purpose or non-infringement.

“In no event shall the authors or copyright holders be liable for any claims, damages or other liabilities, whether in contract, tort or otherwise, arising out of or in connection with the software or the use or other activities related to the software,” it said.

After accepting the license, select the operating system for which the user wants to see the application source code: Android or iOS. After selecting the system, you can see selected fragments of the mObywatela code.

Originally, the code was to be published within a year of the entry into force of the Act, i.e. in mid-July 2024. However, at the beginning of July last year. The Act on Assistance to Citizens of Ukraine entered into force, which changed some provisions of the Act on mCitizen.

The Act on Assistance to Citizens of Ukraine states that the code may be published after the Ministry of Digital Affairs obtains the opinion of the CSIRT GOV, which is supervised by the Internal Security Agency; CSIRT MON and CSIRT NASK, “to the extent that does not threaten the security of this application and its users or the mObywatel system.”

In September this year MC said that it plans to make the source code of the mObywatel application available before the end of 2025, and that all required security opinions have already been provided to the ministry.

There are three national Computer Security Incident Response Teams in Poland: CSIRT NASK, CSIRT GOV and CSIRT MON. They were established by the Act on the National Cybersecurity System of 2018. Each CSIRT is responsible for coordinating incidents reported by entities assigned in accordance with the Act. Their tasks also include recognizing, preventing and detecting threats to security.
