

NATO Secretary General Mark Rutte said on December 21 that the West could offer Ukraine three levels of security guarantees so that the aggressor country Russia would not attack it again. The first level is the Armed Forces of Ukraine. He noted that the Armed Forces of Ukraine must be “in excellent condition” in order to protect Ukraine after a war or a long truce. The second level is the “coalition of the willing” led by France and Great Britain. Rutte considers the third level of success of security guarantees for Ukraine to be the participation of the United States in them.
