Two more criminal cases were opened after the death of a baby from starvation in Norilsk

Krasnoyarsk State Investigative Directorate reported initiation of criminal cases regarding the negligence of the prevention system of the city of Norilsk and attempted murder of three children from a family where a baby died of exhaustion.

According to investigators, withemployees of the prevention system, having learned about family troubles, did not take measures to register her personally, they did not take the children away from her and did not limit the 35-year-old mother’s parental rights.

“Health workers at the Norilsk Interdistrict Children’s Hospital had information about the mother’s failure to comply with doctors’ recommendations for caring for the children, but did not promptly inform the concerned prevention authorities about the violation of children’s rights and the need to hold the woman accountable for this. The information was provided only in November 2025, after a request from the Commission on Juvenile Affairs, the prosecutor’s office says. — PHaving received signals from the school in October about the mother’s improper performance of parental responsibilities in relation to her 15-year-old daughter, the commission limited itself to formal requests: despite confirmed data on the abandonment of children, it did not register the family and did not organize real help, ignoring its coordinating role. The internal affairs bodies did not organize work with the mother at all, making an unfounded conclusion that there were no grounds for this.”

It was established that as a result of the inaction of officials of bodies and institutions of the prevention system, the woman had regularly left her apartment since October, leaving three daughters aged 1, 2 and 15 years and a 5 month old son without proper supervision and food.

“The young children were in the care of the older child. As a result of insufficient food intake, a 5-month-old boy died on December 17. Currently, the two youngest girls are in the hospital, the eldest is in a shelter. There is no threat to their lives. The mother is suspected of murder of a minor and attempted murder of two or more persons, committed with extreme cruelty,” the Investigative Committee said.

The prosecutor made representations to the head physician of the hospital and the head of Norilsk on the elimination of gross violations, as well as to the Main Directorate of the Ministry of Internal Affairs in connection with the inaction to identify dysfunctional families and organize preventive work. The regional government has been informed of the need to intensify efforts to prevent child neglect.
