The Legislative Assembly of the Krasnoyarsk Territory discussed the implementation of the renovation of Norilsk

At a meeting of the northern committee of the Legislative Assembly of the Krasnoyarsk Territory, deputies considered the implementation of a comprehensive plan for the socio-economic development of Norilsk.

The discussion was attended by the head of Norilsk Dmitry Karasev, representatives of Nornickel, First Deputy Minister of Construction and Housing and Communal Services of the Krasnoyarsk Territory Maxim Govorushkin, head of the regional agency for the development of northern territories and support of indigenous minorities Anton Narchuganov.

Let us recall that an agreement on interaction and cooperation was concluded between the Russian Ministry for the Development of the Far East and the Arctic, the government of the Krasnoyarsk Territory, Norilsk and the Norilsk Nickel company. The comprehensive plan provides for the renovation of housing, improvement and development of social infrastructure and housing and communal services, and the resettlement of citizens to the mainland.

Vice President and Director of the Krasnoyarsk Representative Office of Norilsk Nickel Sergei Tkachenko recalled that the company invested most of the funds in the implementation of the plan – this is 81.3 billion rubles out of 120 billion rubles.

At the moment, residential buildings on the street have been commissioned. Laureatev, 56, 58 and on the street. Sportivnaya, 4, 6, as well as new buildings on Pavlov and Kirov streets. Thanks to this, the housing commissioning index in Norilsk is growing: if no housing was built in 2020, then in 2024 6.2 thousand square meters were commissioned. meters and 16.2 sq. meters – in 2025.

The city is being transformed; as part of the renovation of the housing stock, 20 multi-apartment residential buildings that were part of the emergency housing stock have been liquidated. One of the important components of infrastructure modernization is the repair of collector facilities. In general, since 2022, work has been completed on the overhaul of utility infrastructure facilities with a length of 4.7 thousand meters of utility networks. Thermal stabilization of soils under apartment buildings and social facilities requires special attention in the Arctic zone. For these purposes, 165 houses are equipped with geomonitoring equipment, 214 thermal streamers measure soil temperature, and a geomonitoring center has been created.

Social facilities implemented as part of a comprehensive plan are vital for Norilsk residents. A fire station was built in Oganer, a major overhaul was carried out on the building of the Norilsk Children's Center for Emergency Services, for which modern rehabilitation equipment was purchased, and on a kindergarten in Kayerkan. The company is building a modern clinic with a capacity of 1,000 visits. The modern medical center will provide therapeutic and dental care; it is planned to house a antenatal clinic and a pediatric department in the building. Construction is scheduled to be completed in 2028. The Iceberg ice arena in the Talnakh region, opened in 2023, has made winter sports accessible to Norilsk residents. The social and cultural center “Tower” has become a platform for creative and developmental events and youth meetings.

Next year it is planned to complete a major renovation of the building of the Polar State University named after. N.M. Fedorovsky, in 2028 – construction of a multidisciplinary educational complex for children named after. V.I. Dolgikh. It is planned that the complex will become a unique educational and sociocultural center, a place for advanced training for teachers in the Arctic.

The streets of Norilsk are also being updated. Over five years, the city has added more than 120 heated stops, 37 safe pedestrian crossings, and 77 buses. This year, thanks to the efforts of the relevant committee under the regional Governor’s program, 12 new buses running on environmentally friendly gas engine fuel were sent to the northern city. The polar city is decorated with a unique lighting design of the urban environment: more than a thousand LEDs on the facades of houses, fifty luminous trees on one of the central streets – Leninsky Prospekt, luminous arches and bridges.

Discussing the reports, Vice-Speaker of the regional parliament Dmitry Sviridov noted that the basis for qualitative changes is the coordinated actions of the parties to the agreement. The city’s stated need for 60 new buses to replace public transport with 100% wear and tear is a joint task that will be discussed when the regional budget is changed.

Lyudmila Magomedova emphasized that the committee always keeps under control the objects under construction, supports positive changes, including at the legislative level, evaluates the progress of construction and the level of social facilities every time it visits Norilsk: “Residents appreciate the positive changes, they see how, step by step, the city is moving forward, becoming more comfortable for life, work, and development. It is gratifying that the experience of Norilsk is becoming a standard for other cities in the Arctic zone of our country.”

In connection with the approval at the federal level of long-term plans for the comprehensive socio-economic development of the Norilsk – Dudinka agglomeration until 2035, which included the activities of the quadripartite agreement, the relevant committee in the resolution of the Legislative Assembly recommends the annual provision of information on the progress of implementation of the comprehensive plan.

The resolution will be considered at the next session meeting on December 18.
