After November, state revenues amounted to PLN 526.1 billion, expenditures amounted to PLN 771 billion, which means a deficit of PLN 244.9 billion – according to the announcement of the Ministry of Finance. Revenues from VAT amounted to PLN 297.9 billion, and from excise tax – PLN 83.4 billion.

According to Monday's announcement by the Ministry of Finance, the estimated implementation of the state budget in the period January – November 2025 in relation to the Budget Act for 2025 was 83.1%. in the case of income, 83.7 percent in the case of expenses and 84.8 percent in terms of deficit.

The ministry indicated that in comparable conditions, i.e. without the reform of the shares of local government units (LGUs), state budget revenues in the period January-November would amount to PLN 634.5 billion, i.e. PLN 108.4 billion more and would be PLN 55.7 billion higher than in the corresponding period of the previous year (9.6% y/y). “This means that the decline in revenues y/y is only the result of a different division of PIT and CIT revenues between the state budget and local government units,” the Ministry of Finance emphasized.

In the current reality, state budget revenues were lower by approximately PLN 52.7 billion (i.e. 9.1%) compared to the same period of the previous year (PLN 578.8 billion). Tax revenues amounted to PLN 465.9 billion (a decrease of approximately PLN 52.4 billion, or 10.1% y/y). Of this amount, PLN 297.9 billion are VAT revenues, which increased by approximately PLN 25.9 billion (9.5% y/y), and PLN 83.4 billion are excise tax revenues. These increased by almost PLN 2 billion, or 2.3%. rdr.

“Due to the reform of local government revenues and the uneven distribution of shares over time, the state budget revenues from PIT after the period January – November amounted to PLN 5.9 billion and were lower by PLN 85.9 billion compared to the period January – November 2024. At the same time, it should be borne in mind that the total revenues of the public finance sector from PIT, i.e. the state budget and local government units, amounted to PLN 179.9 billion and were higher by PLN 21.3 billion (13.4 percent) compared to the same period of the previous year. In comparable conditions, without the reform of local government revenues, state budget revenues from PIT would amount to approximately PLN 102.7 billion, i.e. 11.8 percent more y/y,” the ministry said in a statement.

It also shows that CIT revenues amounted to PLN 58.1 billion and were higher by approximately PLN 3.4 billion (i.e. 6.2%) compared to the period January – November 2024. In comparable conditions, without the reform of local government revenues, the state budget revenues from CIT would amount to approximately PLN 64.9 billion, i.e. 18.7%. more y/y.

The Ministry of Finance also reported that in the period January – November 2025, the realization of non-tax revenues amounted to PLN 58.2 billion and was lower by approximately PLN 0.3 billion (i.e. 0.6%) compared to the realization in the period January – November 2024.

The ministry reported that the implementation of state budget expenditure in the period January – November 2025 amounted to PLN 771.0 billion, i.e. 83.7%. plan, at the same time it was higher by approximately PLN 50.4 billion (i.e. 7.0%) compared to the same period in 2024 (PLN 720.6 billion, i.e. 83.2% of the plan).

The budget for 2025 allows for a deficit of almost PLN 288.8 billion, provides for expenses of nearly PLN 921.62 billion and revenues of PLN 632.85 billion. (PAP)
