The Ministry of Finance reveals the budget deficit. Data for November are surprising


The Ministry of Finance reported that the implementation of the state budget in the period from January to November 2025, in relation to the plans included in the Budget Act, amounted to 83.1%. in the case of income, 83.7 percent in expenses and 84.8 percent in terms of deficit.

Comparing these data with previous years, a decrease in budget revenues was noticed as a result of the change in the division of PIT and CIT revenues between the state budget and local government units (LGUs). The ministry noted that without this reform, state revenues would amount to PLN 634.5 billion, i.e. PLN 108.4 billion more than currently, which would mean an increase of 9.6%. compared to the same period last year.
In the current budgetary conditions, state revenues were lower by PLN 52.7 billion (a decrease of 9.1%) compared to the same period of the previous year, when they amounted to PLN 578.8 billion. Tax revenues amounted to PLN 465.9 billion, which means a decrease of PLN 52.4 billion, or 10.1%. year to year. The largest share in this amount was contributed by VAT revenues, which amounted to PLN 297.9 billion, which means an increase by PLN 25.9 billion (9.5% y/y). Excise tax revenues reached PLN 83.4 billion, which means an increase of PLN 2 billion (2.3% y/y).
