At a meeting of the General Council of United Russia, the results of the implementation of the people's program were summed up and tasks for the upcoming electoral cycle were identified.
Party Chairman Dmitry Medvedev noted that the main program document adopted in 2021 has been practically implemented. This year alone, the faction has submitted 248 legislative initiatives to the State Duma, most of which are related to this program. In addition, an increase in its funding in the future budget by 174 billion rubles was ensured.
“This money will be used for the overhaul of schools, modernization of scientific infrastructure, treatment of rare and complex diseases, social gasification, rural development, road construction, and support for the Defenders of the Fatherland Foundation. All of these are extremely important areas for a very large number of citizens of our country,” he said.
According to Medvedev, the program is dynamically expanded in response to new challenges. Thus, after the start of the SVO, a section was included in it on support for participants in the special operation and their families, which has already been embodied in 17 new laws. Another key area of the party’s work was increasing the minimum wage.
“The head of state has set the task of bringing it to a value that significantly exceeds the subsistence level of an able-bodied person. Next year the minimum wage will exceed 27 thousand rubles… Obviously, we cannot stop there. We will continue to work on this topic,” he noted.
An important component of the party’s image, according to Medvedev, is real help to people, which is provided by 8.5 thousand volunteers. They have delivered more than 145 thousand tons of humanitarian aid and are working in hospitals and in the restoration of territories.
“Activists are working in hospitals and restoring peaceful life in regions affected by hostilities… All this party activity is visible, it is in demand, and it must be continued,” he said.
Secretary of the General Council Vladimir Yakushev presented concrete results of work for 2025: 60 schools and 54 kindergartens were built, 749 schools and more than 1,300 medical institutions were renovated. For 2026, 5.9 trillion rubles have been allocated for the people's program.
“Our main task is to ensure that these funds are spent effectively in every locality. And the number of objects that we have provided for in the people’s program, people should see,” emphasized Vladimir Yakushev.
The party continues its internal development: the Higher Party School is being strengthened, where speakers for debates and content specialists are trained, and a training course has been created for secretaries of primary branches. A large-scale competition for primary branches with a grant fund of 200 million rubles is planned for 2026.
One of the main tasks for the near future will be preparation for the elections to the State Duma. To achieve this, it is planned to hold a series of industry forums and preliminary voting, within the framework of which SBO participants will receive additional benefits.
“Participants in a special military operation, let me remind you, receive plus 25% of the votes. And our task within the framework of the mentoring institute is to prepare the guys in such a way that the election campaign itself… they will go through professionally and with dignity,” Yakushev explained.
Dmitry Medvedev expressed confidence that United Russia will achieve all its goals thanks to its ability to change along with the country and constant dialogue with citizens. “Today there are internal processes going on in the party… We managed to strengthen this interaction,” he recalled.
At the end of the meeting, an appeal was made to supporters with a call to actively participate in the formation of a new people's program, and a number of prominent figures, including Hero of the Russian Federation Yuri Abaev and members of the SVO, were awarded party tickets.
