Żoliborz councilors unanimously adopted a position on the urgent liquidation of the illegal pavilion at Plac Grunwaldzki, which they called the “Żoliborz zawalidroga”.


In their position, the councilors appeal to the city authorities for the urgent liquidation of a building that has been illegal for 20 years located in the road area of Aleja Wojska Polskiego. They argue that its existence and functioning are inconsistent with the provisions of the applicable local development plan for this area.
The chairman of the local government and social dialogue committee, councilor Adam Buława (PiS), presented the history of the illegal pavilion. The building was built as a commercial pavilion for the automotive industry in 1995 and then obtained temporary permission to use it. The consent expired ten years later, and in 2016 the district office attempted to enforce its demolition.
– However, this “Żoliborz zawalidruga” still exists. It is an object that makes functioning difficult, he added.
In March 2022, the pavilion was empty. The shop operating there was closed and demolition was expected soon. Meanwhile, subsequent owners changed, even though they could not be officially identified.
And since they were not identified or it turned out that the companies that owned them had been removed from the National Court Register, it was not possible to punish them.
The pavilion is also built contrary to the provisions of the local development plan, because blocks the straightening of the northern axis of the road of Aleja Wojska Polskiego.
Its demolition will also enable the implementation of projects based on the developed concept of developing Grunwaldzki Square. In their statement, the councilors stated that during public consultations, residents emphasized the need to replace the communication hub with a public space friendly to the district's residents, connecting the areas of new housing development with the older part of the district in a way that favors social relations, recreation and the development of legally run services, especially public ones.
The councilors expect the Municipal Roads Authority to implement the declared actions, including: asking the utility owners to cut them off, which will result in the actual abandonment of the building and make it easier for ZDM to demolish it. They also request that fencing of the pavilion be considered. (PAP)
