Trump's special envoy Steve Witkoff and Trump's son-in-law Jared Kushner are expected to meet in Berlin on Monday with Zelensky and German Chancellor Friedrich Merz, French President Emmanuel Macron and British Prime Minister Keir Starmer to try to reach an agreement on the US plan for peace in Ukraine. The United States is putting pressure on Ukraine to approve the peace plan, but territorial concessions demanded from Kyiv remain the main stumbling block. The American side believes that all other issues are close to being resolved.
A White House official noted that Zelensky suggested that Ukraine could hold a referendum on a peace agreement that includes territorial concessions. He stressed that the United States views this as progress.

On December 8, Zelensky, Starmer, Macron and Merz discussed negotiations in London on a “peace plan” for resolving the Russian-Ukrainian war. “We have a lot of cards in our hands,” Macron noted. Merz said that “the fate of Ukraine is the fate of Europe.”
The Elysee Palace said the meeting in London “allowed us to continue working together” on the US “peace plan” and on what Europe can offer. On December 10, Trump discussed the “peace plan” for Ukraine with Starmer, Macron and Merz. They agreed that this is “a decisive moment for Ukraine and general security in the Euro-Atlantic space,” the German government noted.
The Ukrainian and US delegations have already held seven rounds of negotiations on a “peace plan” for resolving the Russian-Ukrainian war. In parallel, the American side is discussing this issue with the aggressor country of the Russian Federation.
