A high-tech technopark will appear in the Krasnoyarsk Territory

They are planning to create a new technology park in the Krasnoyarsk Territory. The topics of technological leadership, advanced applied research and support for basic science were discussed at a retreat of the committee on economics and tax policy of the Legislative Assembly of the region.
Deputies of parliament visited the Krasnoyarsk Regional Fund for the Support of Scientific and Scientific-Technical Activities and got acquainted with the results of projects that received grant support. Among them are the development of products for space and radio engineering purposes, software modules that allow, based on data received from UAVs, to create 3D models and monitor the quality of construction, and a hardware and software complex for mining and processing works. The latter has already been implemented at one of the region's large enterprises.
In 2025, 19 projects involving 136 young scientists received support from the Foundation and its industrial partners. The amount of funding from the Fund and partners amounted to more than 263 million rubles.
Another direction is assistance in fundamental and exploratory research. Here the work is carried out jointly with the Russian Science Foundation on co-financing terms. An example of successful implementation was a project to use recycled waste aluminum alloys, which is currently being tested.
Executive Director of the Krasnoyarsk Regional Science Foundation Vladimir Byvshev said that in 2026 it is planned to increase the efficiency of spending funds by connecting to the work of the Russian Science Foundation: “For every ruble invested by the region, there will be another ruble from the Federation and from the partner. The quality of the examination will also increase; it will be completely transferred to the Russian Science Foundation, which considers it one of the best not only in Russia, but also abroad.”
The foundation also supports talented young scientists. In total, in 2025, the Foundation supported 98 projects in all areas, carried out 618 examinations, and the total amount of grant funding amounted to 242 million rubles. Let us note that organizations similar to the KFN operate in only a few regions of the country.
Minister of Digital Development Nikolai Raspopin told deputies how the scientific and technological development program until 2030 will be implemented in the region as a whole. The KFN is part of this system. In addition, it will include a workshop for technological leadership, the Center for Information Technologies, KSC SB RAS, small technology companies, universities, and industrial partners. University startup studios will appear in various areas: biotechnology, medicine, robotics, renewable energy. A high-tech technopark will become a single window of interaction and a point of growth. This platform will provide services, facilities, and infrastructure necessary for the implementation and support of scientific developments.
Artificial intelligence will also be involved. It is already being used when processing requests from citizens. The deputies were shown how the emergency operational call services “112” and citizen appeals “122”, which are located in the same building, operate today using modern means of communication, information processing and domestically produced neural networks.
Deputies Dmitry Dmitriev, Maxim Markert and Viktor Kardashov, who is a member of the Supervisory Board of the Fund, asked their questions. Deputies Yuri Zakharinsky and Andrey Gayulsky took part in the VKS mode.
Committee Chairman Egor Vasiliev noted that in recent years the work of the science foundation in the region has changed qualitatively. The three directions he implements are key.
“In terms of applied research, today we saw several examples of import substitution based on the developments of Krasnoyarsk scientists. They have already turned into either pre-production or even serial products; they perform well in the market, replacing the products of foreign corporations. The second direction is supporting scientific and technological research of young people. This vector of work was built within the framework of a special order from Governor Mikhail Kotyukov. Support young scientists who have promise and will participate in the technology leadership of tomorrow. And of course, fundamental research, which is traditionally carried out in Krasnoyarsk institutes and by teams outside them,” noted Egor Vasiliev.
The chairman of the committee also noted that the regional Science Foundation has taken a prominent place in the federal support ecosystem. Each project has an industrial partner, as well as a mandatory examination of the prospects of developments by the Russian Science Foundation. This means that research initially has a greater chance of receiving federal funding, is included in the federal line, and state corporations throughout the country have the results of research by our scientists.
